Joint, Interagency, Intergovernmental and Multinational (JIIM)

The warfighting environment of today is extremely unpredictable, with ever-changing

coalitions, alliances, partnerships, and new threats. The battlespace is continuously increasing,

encompassing land, sea, air, and space. The complexity of recent threats and the varieties of U.S

missions in the Department of Defense (DOD) has undertaken the need for the DOD to analyze

how the military is preparing to operate in a collaborative, interagency, intergovernmental, and

international (JIIM) environment.

I have engaged in several JIIM operations through joint peacekeeping missions, joint

humanitarian assistance, joint military operations, and exercises with our coalition partners. Each

operation requires a much more sophisticated strategic planning than the conventional kinetic

operations were used to and support skills that supported the Air, Land, Sea, and Space domain.

Each domain has its own functionally, capabilities, and limitations to support joint operations to

achieve a common goal and to accomplish a joint operation objective.

JIIM ROLES

The Army, Air Force, Marines, Navy, and Space domain all have different roles and

objectives inside each JIIM department when establishing a unity of efforts within a Multi-

Domain Operations (MDO). A domain is an area of activity within the operational environment

(land, air, maritime, space, and cyberspace) in which operations are task-organized and

conducted (TRADOC Pamphlet 525-3-1, 2018). Those domains are in line with dedicated forces

that specialize in specific areas with JIIM.

The Land domain aligns with the Army, which functions at the operational level of war

and contributes capabilities to JIIM with operational forces as well as generating force. The Air

domain aligns with the Air Force, which provides agile combat support- to enhance the air and

space campaign and the deployment, employment, sustainment, and redeployment of air and

space forces. The Maritime domain aligns with the Navy and Coast guards’ forces, which

tailored to meet the unique and evolving requirements particular to each geographic region

(Washington, D.C. 2011).

The JIIM and their overall agency role are to facilitate the unity of effort within MDO by

achieving national strategic objectives. Those roles require the effective and efficient use of

diplomatic, informational, military, and economic instruments of national power supported by

inter-organizational coordination. Successful inter-organizational coordination enables the

United State Government to build international and domestic support, conserve resources, and

conduct coherent operations that more effectively and efficiently achieve common objectives

(Department of Defense 2019). For more information on each domain functionally, capability,

CSM/SGM Areas of Influence

As CSM/SGM, it is essential to understand the increasingly complex of each JIIM role

that oscillates between conventional and nonconventional military operations. It is paramount

for SGM to influence the importance in transforming and expanding noncommissioned officer’s

education system (NCOES) and leadership development outside of our standard capabilities.

JIIM considerations continue to play a critical role in joint operations, and there becomes an

increasing need to incorporate JIIM at all levels of exercises, mission rehearsal, and other joint

training exercises. As SGM, I’ll continued to provide ideas on shaping a JIIM training and to

prepare future strategic leaders for the challenges of diverse global operations across the JIIM

spectrum.

Conclusion

Today's Soldiers, sailors, airmen, and marines are seeking more experience beyond the

traditional knowledge offered by today's military training. In this increasingly complex world,

training our organization on JIIM operations becomes ever more critical to prepare for full

spectrum operations not only in conflict but through preventive steps to dissuade future

opponents, which may endanger the vital interests of the U.S or its strategic partners. The

interoperability and success of multilateral forces can rely on how well we jointly plan, prepare,

and train together.
