● A statement of the central theme of the dissertation. The value of democracy and the principle of social welfare had similar point of view, including the pursuit of happiness, justice, equality. Moreover, only democracy provides people with a maximum opportunity to take moral responsibility for their choices and decisions about government policies. Therefore democratization might be a great support to the improvement of the health insurance system.
