Estimator should review the plumbing portion of the project, because he would need to check that the work done by the plumbing contractor is according to the drawing or not and check which kind of plumbing material was used in the plumbing and the number of items used in plumbing.

During the estimation of the building, the estimator adds the amount of cost that required to overcome the risk of the project, in which means if the project risk is high then the total estimated cost of the project is also high.  If an estimator controls, the risk of the project then they can make reasonable profit on that project.
