Policy evaluation and program evaluation are two terms used interchangeably to “determine whether program activities have been implemented as intended and resulted in certain outputs” (CDC, 2014, p. 1) “Evaluation is used to examine programs, gain an understanding of the achievement of predetermined goals and objectives, and assist in determining how human services policies and programs are solving the social problems that were designed to alleviate” (Westat, 2010, p. 46). Review and evaluation are critical steps in the process because it verifies the actual outcomes with the initial intended outcomes set out from the start of the program. In nursing, this is important to confirm, through program review, that we are providing the best care possible for our patients.

One opportunity that a registered nurse (RN) or advanced practice registered nurse (APRN) can participate in policy review is through joining a nursing organization. These organizations are “asked to assist with data collection and eventual dissemination of summative evaluation date through professional communication networks, to patients, to interprofessional team members, and to other stakeholders” (Milstead & Short, 2019, p. 122). Another opportunity for RNs or APRNs to actively monitor policy review to stay up to date on the latest changes. As an informed professional, you can act in a role at your organization to change current practice based on the most recent policy change.

There are some challenges involved when participating in policy review and seem to mostly be external factor. Lack of resources, time restraints, deficiencies in knowledgeable members, and stakeholder dissatisfaction. Timely actions, increased resource flow, and education are some interventions that can be set in place to overcomes these challenges.

Policy review is an essential component in creating appropriate policies to guide the healthcare profession. One strategy to promote communication for RN and APRNs to participate in this review is education. As nurses we educate our patients on ways to promote healthy lifestyles. We should also educate ourselves and one another on the process of policies and policy review. Another strategy is to promote membership in an organization. Gathering thoughts, expertise, and resources, we can better advocate to policy change which will in turn affect positive healthcare changes.
