A good performance appraisal system is important because it brings positive outcomes to the organization (Zenger, 2017). A good performance appraisal system provides employees with pre-established objectives, so employees are evaluated fairly. Also, a good performance appraisal system holds employees accountable for improving performance by accomplishing tasks they can perform. Performance appraisal systems provide companies with clear goals at all command levels. For instance, in a school district, the evaluation process starts with the superintendent of schools. It continues down the chain of command to include classified employees evaluated by their supervisors. In addition, performance appraisal systems support the process of identifying meaningful staff development by allowing evaluators to identify the specific organization and individual staff needs through the evaluation results. Finally, when implementing performance appraisal systems, data from the evaluation assist in determining employees’ effectiveness, placement, transfer, or promotion (Rebore, 2015).

A good performance appraisal system consists of three major components: setting goals and objectives, formal evaluations, and analysis of results (Rebore, 2015). Setting clear goals and relevant objectives is a practical approach to providing employees with the most opportunities to succeed. Goals and objectives must be established at the organizational, departmental, and individual levels so the organization thrives by assisting all team players in identifying areas of need and improving performance. Formal evaluation holds employees accountable for accomplishing their individual goals and allows employers to provide guidance and support to increase employees’ morale and engagement, resulting in improved performance. Finally, analysis of results facilitates reevaluating areas of need, determining meaningful staff development, and objectively evaluating individual and team performance (Beasley, 2022).

The School District of Palm Beach County utilizes the Marzano Focused Teacher Evaluation Model to evaluate instructional staff’s effectiveness and performance. The model implements the components of a good performance appraisal system as instructional staff must create a professional growth plan (PGP), identify the steps to follow to show professional growth, and set goals. The PGP consists of an individualized professional goal derived from the standards identified in four different instructional domains and is evaluated during classroom observations throughout the school year and formal evaluations. The evaluation process involves a pre-conference, observation, and post-conference where results are discussed, the evaluator provides constructive feedback and guidance in accomplishing the professional goal, and analysis of results (Learning Sciences International, 2017).
