Acquiring, Developing, and Managing High-Performance Project Teams.

In order to acquire, develop, and manage a high performance project team, various aspects must be considered. Understanding the vision and the mission of the organization should be the initial stage of the project leader. Once you are able to determine the purpose of the company and where the team fits in, will help to provide the clear steps for the purpose of the team. “Each member must understand and support the meaning and value of the team's mission and vision. Clarifying the purpose and tying it to each person's role and responsibilities enhances team potential, as does the inclusion of "stretch" goals that increase the challenge necessary to motivate team members”, (SHRM, 2015). Allocating the proper resources that are needed for the project is crucial for every project team. Not only is it important acquire the right resources but knowing what purpose it serves helps to fulfill the purpose. This process will help to move the team towards the direction of hiring to appropriate team for the project.

Being able to proceed towards gathering the team means that the skills, capabilities, and experiences that are needs to successfully complete the project is being assembled. Once the team has been assembled the next step is the initiate the plans of the project while remaining focus on the objective. Once this team has been built it is important to have effective levels of communication. Also, having well defined tasks, roles, and performance expectations should be provided for the members of the team. In order to provide clear expectations, goals should be set. Setting goals for the project team is a means of managing the team during the cycle of the project. It provides an action plan by which the team must abide by in order to successful achieve the project deliverable. Not only does setting goals manage a team, it also help to motivate the project team. “ Giving employees goals that are not aligned with company goals will be a problem, because goals will direct employees’ energies to a certain end…. goals energize people and tell them not to stop until the goal is accomplished” (Latham, 2004; Seijts & Latham, 2005; Shaw, 2004). Lastly, the development of the team should be an ongoing process which leads to a long term success factor. As the team continues to be developed it is the process of improving competencies, team member interaction, and overall team environment to enhance project performance” (PMI, 2013).  The ability to develop a project team has numerous benefits. “The key benefit of this process is that it results in improved teamwork, enhanced people skills and competencies, motivated employees, reduced staff turnover rates, and improved overall project performance”, (PMI, 2013).

Outsourcing VS Keeping it local

Many instances when there are projects to be completed, management considers the possibilities of outsourcing their team instead of using an in-house team. The idea of outsourcing is considered when the organization experiences a shortage in highly skilled staff, when there are low levels of staff members that are required to meet the size needed for the project, and has cash flow which must accommodate the needs of the budget.

When comparing the benefits of outsourcing and in-house, outsourcing can be more affordable. Vendors provide different price structures by which the lowest price to complete the job can be presented and offered. Another benefit of outsourcing is that there is an increase level of experience. “The outsourced vendors also have specific equipment and technical expertise, most of the times better than the ones at the outsourcing organization. Effectively the tasks can be completed faster and with better quality output” (Flatworld Solution, 2017). Unfortunately, “vendor may be catering to the expertise-needs of multiple organizations at a time. In such situations vendors may lack complete focus on your organization’s tasks” (Flatworld Solution, 2017). Whereas, the in-house team can be more invested in the outcome of things. Their for will have an increase focus in the projects of their organization.

The risks of outsourcing an using in-house teams can vary. The release of sensitive information to the wrong individuals is a major risk for every organizations. “The risk of a potential data breach can exist with both internal employees and also when external vendors gain access to sensitive information. This risk can be mitigated through various means with external vendors” (Flatworld Solution 2017). At times the project manager can encounter issues between the staff. “The external PM can run into issues with a company’s internal staff members and/or management consciously or unconsciously being uncooperative or less trusting. This can make the successful execution of a project more challenging, and possibly position a project for failure. This does not mean outsourcing will not work; it means there may be additional work required to gain the trust and buy-in from key stakeholders” (Flatworld Solution, 2017). Risks can also occur the relationship of the in-house team if norms are not established and trusting relationships were not built. Lastly, “Outsourced PMs are not internal stakeholders, and they are not impacted by the business outcomes of the project; therefore, it is critical to ensure reliability” (Flatworld Solution, 2017). Whereas they in-house team can also impact the outcome of the project if they do not clearly comprehend the scope and objective of the project. The decision to outsource should be aligned according to the culture of an organization. The organization must ensure that the culture of the outsourced company Is aligned to their culture in order to have a well balanced performance.
