In my opinion the most important perimeter control system is a fence, or any other physical barrier to keep people out. The easiest way to keep people from where you do not want them to be is putting up a physical barrier making it harder for them to get in. In the book Introduction to Security it explains zones of protection. (Ph.D. et al., 2012) The most outward zone that you want to protect is called grounds perimeter protection. Having a physical barrier around what you want to protect is the most important step in perimeter control. Without an established perimeter, none of the other systems function.
It is important to note that a fence only keeps honest people out. Structural barriers rarely prevent penetration. With this in mind I think it is important to understand what a fence attributes to. Without a fence interior and exterior security controls become a lot less attractive. Vibration sensors become a lot less valuable when you do not have a distinguished area for people to not enter. The same can be said for CCTVs as you will have many "false positives" because random people won't know they aren't supposed to be there. Having signage isn't enough to keep people away in today's world, organizations need realistic physical easy to understand barriers.

When it comes to perimeter control, keep doors windows and other entry points to a minimum. Have as many layers of protections as possible. Vision an area that you want to protect as a trespasser would. Determine the weakness so you are aware of where your biggest threats exist. When you see a place where anyone can enter your facility, you would want to install a alarm system.
When installing a alarm, it may be a silent alarm to not make a sound. Any place that hold expensive and valuable products will be breached. Learn from the breaches and install newer and improved systems overtime.
