Problem statement:

Safety is the primary concern. As people age, their eyes, ears, backs and brains deteriorate and thus creating a trickier driving experience. Near misses on left turns, driving less than the posted speed limit and difficulties while driving at night are just a few examples of deteriorated skill with age. Incompetence, disregard for safety and driving rules, and impaired driving are also main causes of driving incidents.

Goal Statement:

Safety must be prioritised. The re-testing of licensed drivers can improve the safety for drivers and others in general and the re-test can achieve this goal by improving the drivers knowledge regarding the latest changes, which include new automotive technologies and new driving practices, new manoeuvres and using a satellite navigation and the new legal laws regarding the use of mobile phones and other new regulations.

Future situation: 1. Do surveys to assess the drivers knowledge and capabilities 2. Analyse the reasons of accidents and death by car accidents that took place within the last 5 years. 3. Since a re-test require additional resources for the testing agencies, it is recommend as a first stage to implement the re- testing requirements of all drivers that have committed violations that can be considered as a safety risk (i.e. speeding, driving under the influence, etc...). This will encourage the drivers to keep their record clean to avoid the re-testing requirements. 4. The drivers with clean record will be exempted from the re- testing.

2. The age range number that make accidents in the US.

Older Adult drivers (In 2015, more than 6,800 older adults were killed and more than

260,000 were treated in emergency departments for motor vehicle crash injuries. This

amounts to 19 adults killed and 712 injured in crashes on average everyday

70-74 and are highest among drivers 85 and older. This trend has been attributed

complications among older drivers rather than an increased risk of crash involvement

Teen drivers (In 2016, 2433 teens in the Us ages 16-19 were killed and 292742 were

treated in emergency departments for injuries suffered in motor vehicles crashes that

means that six teens ages 16-19 died everyday due to motor vehicle crashes and

hundreds more were injured.

In 2016, young people ages 15-19 represented 6.5% of the US population, However,

they accounted for an estimated $13.6 billion (8.4%) of the total costs of motor vehicle

Injures.

According to Federal Highway administration. In 2016 there were around 222 million

drivers holding a valid license in the US

Main point:

To apply the test to all drivers will increase the load on the testing facilities which mean

more resources will be needed to offset the additional load.

Suggest to as phase (1) :

Driving test retake to be based on the driver record history and not to be applied to all

drivers for all drivers.

If driver has minor tickets he will be requested to retake the written test only.

If driver has speeding, driving under the influence, or an accident he will need to re-take

both the written and driving test.

The above will motivate the drivers to keep their record clean to avoid retaking the tests.

The above will also be applied to those over the age of 55, with a written test being required every 10 years along with more intensive vision and hearing checks.

Since the beginning of automobiles, there have been those who abuse the privilege of easy and economical transportation. Whether that be disobeying traffic laws, driving under the influence, or simply not having the driving skill they once had. Because of this, the roads have become a quite dangerous place, after all there are an average of 6 million car accidents every year, with an average of 90 people dying everyday from car accidents. This number is far too large and further actions are needed to help reduce this risk.

Safety is the number one priority for those on the road. In 2016 alone, more than 2,400 teens lost their life and more than 290,000 were hospitalized, proving the roads are one of the most, if not the most, dangerous place for a teen to be. Teens aren’t the only at risk though, more than 6,000 adults lost their life in 2015 and more than 200,000 being hospitalized. These numbers unfortunately do not drop off as drivers age, in fact they increase starting at around 70 years of age and reach a maximum at around 85 years of age.The amount of licensed drivers is also increasing every year, 2016 numbers show around 220 million licensed drivers in this country alone. Along with more drivers on the road every year, automobiles are also becoming safer every year. Automotive technology has increased exponentially over the last 100 years. The invention of the seat belt has reduced the risk of death by about 45%, engineering advancements now allow the car to take most of the load of an accident (by way of notched suspension and frame components) and vehicles are now more lightweight than ever. Automobiles may be safer today than 1950, but without a safe driver, a safe car is not enough to keep you completely safe. What else can be done to change the habits of drivers?

We believe that making drivers who disobey traffic laws and/or exhibit poor driving habits re-take a written and/or physical driving test will help reduce traffic related incidents. This can include speeding, reckless driving, and driving under the influence. Of course, those who take advantage of the system without a license (either too young to possess a license or a revoked/suspended license) cannot be put through this system since they should not be behind the wheel to begin with. With the addition of a mandatory re-test every 10 years (same duration as license renewal) for drivers of 55 years and greater, as well as a more intensive vision and hearing check, to ensure driving and physical skills have not deteriorated greatly over time.

So what will constitute a re-take of the driving test? Driving test retake to be based on the driver record history and not to be applied to all drivers. If driver has minor tickets he will be requested to retake the written test only. If driver has speeding, driving under the influence, or an accident he will need to re-take both the written and driving test. In the addition of increasing awareness, we hope this will actually create change and pave the way for a new stigma in regards to automobiles, offering new knowledge to older drivers as the driving test changes over time.

The need to continually improve driver knowledge also comes into play, hence the addition of mandatory re-testing for those over 55 years of age, to be taken during the licence renewal process.

In conclusion, the roads are becoming more dangerous every year. The desperate need to reduce this driving risk calls for a new process. This process will consist of mandatory re-taking written and/or physical driving tests for those who disobey traffic laws and exhibit unsafe driving practices, as well as keeping up with the knowledge and physical attributes of those drivers over 55 years of age. We believe this process with reduce the number accidents seen every year by motorists.
