Parental Liability

As we will document in future chapters, much of the problem of juvenile delinquency problems we face as a society stem from the home.  When parents do not pay attention to their children, the child suffers.  When a child does not receive an education on top of this, the problem is only compunded.  So many school districts in the US have come up with a rather novel approach; punish the parent for the sins of the child.  As you read through the accompanying  articles, you will see a variety of approaches to this issue. however, they all work on the premis that punishing a parent can force accountability.  So what do you think?  Can it work?  Is it a good idea?  Let's have a great debate!
