Greetings everyone:

There are 7 steps required in the process of developing a strategic communication plan. The step that I believe is the most important in the process would have to be identifying the audience/target public. When you examine the role of the police closely and talking to target audiences about what needs to change so that we can get closer to the goal of safety and security of everyone. The target audience is "you the people" of this great nation as I am convinced the change necessary to fix this broken thing will not be initiated by our elected officials( Bolen, James). We need to take a close look at the issues that cause communities to feel safe and identify what's working and what's not.

Recently, in the wake of Black Lives Matter, African-Americans continually feeling like they are the targeted audiences. Communities need police to be accountable in the ways they serve and protect, to listen to community needs and recommendations, to hold officers accountable for wrongdoing and brutality, and to make the right judgment calls when events get heated or dangerous. In return, police need communities to invest in them and in their safety. 

Debate against the following statement: “When officers make an arrest without a warrant, they act at their own peril and are allowed no margin of error”.  I chose to debate only if the officer has probable cause. Only if the officer believes that an offense has been committed or criminal activities are in progress. But this arrest without a warrant can not apply for your home or dwelling place must have a warrant to search and seizure.
