Introduction
The city of Clermont has a population of 100,000 people; however, during the winter month, the population increases to 120,000 people. Recently there has been an increase in the number of crimes. During elections, citizens approved the reduction in property tax cap, and this decrease the amount of revenue for the city. The police department budget decreased. This meant that the workload would increase, and their morale will decrease. The main duty of the law enforcement is keeping the society safe. As the chief, I would encourage the police department to embrace technology. Technology has a positive impact since it increases efficiency, improves analytical capacities, and it improves communication, (Tankebe & Meško, 2015). In order to increase the morale of the police officers, I would reward them every year. The police department can also use the group violence reduction strategy to decrease gang violence as well as homicide. This program has been effective in New Orleans and Louisiana. Moreover, this program is mainly focused on deterrence intervention.
The police interact with the community that they serve in various ways. The community relies on the police officers to help them in case of any emergency and curb disorder. On the other hand, police officers rely on the community to report a crime and provide important information that can be useful in solving a crime. Community policing has become popular in countries such as Canada and the United States. It is a policing structure that emphasizes on problem-solving approach where the police department works in close partnership with the society. This has increased trust and engagement. This has also enabled police officers to treat citizens with respect and dignity.
The use of force and arrogance with reduce the willingness of society to provide information or engage with police officers. It is easier to gain community engagement and mobilization in some communities as compared to others; for instance, it is difficult to gain cooperation among the poorer communities as compared to the middle-class community. Good communication is a very vital component in community policing. Determining the causes of crime requires an in-depth understanding of the community. Therefore, information shared between the society and the police officer is essential.
The police officers need to listen to the concerns of the citizens and work with them to identify and analyze the problem. Decentralization is closely linked to community policing. Decentralization is not only important to help the police officers become more proactive and preventative but also to respond to the problems of the community with greater effectiveness. The role of the management in the community policing is to guide the patrol officer and ensure that they are adequately supported in order to identify and solve the issues within the society.
I would reorganize the police organization structure by ensuring that the head of the police department is the chief officer. The bureau of field operations as well as the bureau of administrative service report to the chief of police, (Peyton, et al., 2019). The dispatch, traffic division, and patrol division should report to the bureau of field operation. The civilian staff, detection division, and the community and staff development should report to the bureau of administrative service. I foresee a change in the workload since the duties are specified.
The bureau of field operation will be responsible for anything that is related to the patrol functioning of the department. On the other hand, the bureau of administrative service oversees matters that are related to the internal functioning of the department, such as maintaining reports and records, training, maintenance of buildings and vehicles, training, operation of computer systems, and internal affairs. When evaluating the new policing strategy, one of the methods that can be used includes the CP-SAT. CP-SAT is an assessment tool. The assessment is divided into three community partnership, organizational transformation, and the problem-solving area.
According to recent research, some of the pros of community policing and problem-solving techniques include bringing the community together since it is a partnership between the society and the police officers. It will also decrease the number of crimes due to the vigilance o police officers and the visibility of the law enforcement officer. It will also become easy to approach police officers. It will also be easy to educate the society about crime reporting and prevention. It will also increase its commitment to society, (Lambert, et al., 2017). Some of the disadvantages include the struggle of power. Some of the citizens do not care about official patrolling their neighborhood.
Planning the crime prevention strategy is essential since it will help the police officer understand the type of crime that is being committed and what works effectively and efficiently to prevent crime. It will also enable one to determine the main actors and their roles. There are various types of crime, which include violent crimes such as rape, computer-related crime, and white-collar crimes, ( Dunn, et al., 2016) . The type of crime that is most difficult to plan and prevent is cybercrime since it is hard to determine the person that is performing the crime. Cybercrime can have a great impact to an individual, government, or company. Cybercrime can affect the reputation of an individual or company. In addition, it can also lead to bankruptcy or financial losses. Cybercriminals can also access unauthorized information.
I would improve the planning process to reduce crime by providing adequate resources and funds to the police department. I would also provide direct technical support to state and local law enforcement. I will also ensure that I provide training on ways to deal with computer-related crime, white-collar crime, and violent crimes. This will equip police officers with knowledge of justice and crime. Moreover, I would also improve the technology.
The personnel management is responsible for obtaining, utilizing, organizing, and motivating the human resource that is required by a firm. The main role of personnel management is to provide functional guidance, advice, and service that will enable the management to deal with all the matters that are related to the employment of people and the relationship between people and the employees, (Christensen, et al., 2018). They formulate policies that can be effective in crime prevention. They also improve the quality of information sharing. The personnel management carries out research and keeps up with the current developments. In my opinion, there should be a personnel responsibility center for planning, monitoring, and dealing with management challenges and problems. I would also recommend that the police officer adapt to community policing since it effective and builds trust.
