International Terror Policy

Country Paper

1. Pick a country outside of North America and Europe and describe three things:

a. The current state of terrorism:

i. Who are the actors? What is their motivation? Where are they in the country? What kind of person are they recruiting?

ii. What, if any, outside actors are driving this terrorism?

iii. What is the general structure of the terrorism? Is it secretive and cellular, open and quasi-state, etc?

b. Discuss the government response:

i. What are all the tools being used by the government to respond to this terrorism? Laws, military/police, social programs, etc

ii. What outside actors are supporting or hindering this response? IGOs and NGOs, allies and enemies, weak borders, etc

c. Your informed opinion on the success of the government’s response:

i. Your position must be based on quality sources and evidence.

ii. What could the government be doing to improve their success? Your suggestions must match what the country is capable of. For example, don’t suggest that Mozambique create a billion dollar agricultural-development plan.

All throughout this paper you should be weaving in the knowledge you gained from your Theory Paper. Understanding the  why is critical to understanding the  how. The goal of this paper is for you to become a semi-expert on both sides of terrorism in your chosen country.

Do not include works in your works cited that are not present in the paper. You must use APA format for your citations and works cited page. MANY programs will format your citations for you – and we are always happy to introduce you to a few.

Under no circumstances should you be using Wikipedia or similar web sites as a reference for your papers.  This includes any website that allows for community editing of information (a wiki).  However, you may visit Wikipedia, etc. to find other primary source information.

Your paper must be 1.5 spaced, 11 Times New Roman font, with 1” margins.  You must have a title page and a works cited page.  These pages do not count as written content.
