Impact of COVID-19 Governance on AI Usage for Law Enforcement – Europe / U.S., Korea and China Study

While extensive research has covered the extent of COVID intervention and “what” was done, we see a void in quantitative and qualitative research that assesses the social and psychological impact of COVID-19 policies. In 2020 we started a limited survey to assess the importance and perception of government policy related to mask usage, testing and quarantine policy. In 2021 – this evolved to include perceptions of how a lifting of social distancing restrictions may impact behavior after extreme social distancing. In 2022, part 3 focuses on the social impact and the implications of government policies on rights to privacy and usage AI.
This study is based on the hypotheses of 13 teams in a small section of a Korean University Negotiations and Ethics course. We have a total of 600 responses and are currently expanding data collection to cover China, Korea and Western Europe / U.S. The first two parts have 152 responses. Part 3 includes 423 responses. The average age is 29, ethnically includes, 231 Koreans, 81 Western Europeans / Americans and 124 Chinese (mainland), 115 other. 53% female, 44% male, 3% non-committed. We have created a construct model in which we purport three factors: government policy and culture; personal ethics and views on technology influence approval of AI usage. Specific AI usages include government use of facial scanning for police investigations, AI enforcement of law in public spaces (transport, street). Construct 1 related to policy and culture includes questions on whether freedom can be limited for community, whether citizens were expected to question or obey their leaders when in disagreement and views on government access to personal data and COVID tracking; Construct 2 related to individual ethical responses related to covid compliance, ethical situations and trust of government; construct 3 relates to technology adoption, willingness to download a covid tracking app and private company use of personal data. After evaluating correlation within each construct, we then proceeded to run each factor (independent variable) against our AI dependent variables. We then created a factor model and first ran an exploratory study, making adjustments and then running a final model. We hypothesize that AI approval is correlated with who believe freedom can be limited and are more receptive to government tracking, more passive related to ethical views and more accepting of technology, however, the receptiveness and approval of AI will vary according to usage with criminal investigations having a higher correlation than AI for enforcement in public spaces.
We specifically explore the views on government use of AI in terms of criminal investigations related to more surveillance type of AI usage and explore ethical implications related to COVID and the intersection between national culture, personal ethics – psychological disposition and technology. We explore the sensitive topic of how national political views in China, Korea and Western countries differ. Implications include the views of social impact of COVID-19, perceptions of the government right to infringe upon privacy, usage of AI and ethical implications for future policy.

Our first hypotheses is related to Geert Hofstede’s cultural dimensions and the relative degree of interdependence a society maintains amongst its members. This variable has to do with whether people’s self-image is related to “I” or “We”. Hofstede maintains that in individualist societies people look after themselves and their direct family whereas in collectivist societies people belong to an ‘in group’ that take care of them in exchange for loyalty.

Quantitative Model Based Hypotheses:
We created three constructs with factors based on government policy / social constructs, individual ethics and technology adoption perceptions. We have included independent factors in each construct.
We first propose running analysis to assess the correlation of those factors with each other (within each construct).
For construct 1, note that 1-13B and 2-9 overlap (opposite) and 4-4 and 4-7 are similar but scale is different.
Items in purple have additional (wildcats) 128 data responses, their survey has approx.. 30 Chinese / 30 Japanese responses but only 3 dependent variables and 8-9 independent variables. – to discuss how to handle. Professor Yang / Michael Ginzberg both advised they believe we can include this data for the dependent variables tested.
Propose to run analysis to assess internal correlation within each construct (Cronbach alpha or correlation) – maybe group each item (1,2 / 4,5) or (123 / 567)
Note: sample size is smaller w/o 2020-2021 data. Some responses may be missing for some questions. One team had 128 responses but didn’t include all questions in their survey – Chinese / Japanese.

4. Create a factor analysis by rolling up each of the constructs. On a scale of 7, those individuals that are above (e.g. higher than average / neutral) included. The number is to be discussed – my first take is above “4”average but may depend on Dep. Var.
5. Weight of each Moderating factor could be discussed and hypothesized within team. In other words, is it 1/3 each or is one factor weighted.
6. Consider Exploratory study based on model and a portion of the data to test. Then run a confirmatory study (e.g. take ½ data and try running it through the model to test hypotheses, revise model and then run the full study).
7. After initial stage 1 – running correlations within constructs and between independent (chronbach alpha / regression) and between dependent variables.

Research Topic (AI Ethics in Business)
Businesses progressively exploit AI to make decisions for humans. YouTube, Amazon, Google, and Facebook customize what users see. Uber and Lyft match passengers with drivers and set prices. Tesla’s Advanced driver-assistance systems aid with steering and braking. These examples share a core: a data-trained set of rules (“machine learning’’) implementing a decision with little or no human intermediation. Such features raise various ethical issues and managerial responsibilities. Amazon used AI to recruit new employees, shutting it down after it showed bias against women. Microsoft had to stop its first AI-based twitter-bot, Tay, after the chatbot tweeted racist and misogynist remarks. Tesla autonomous systems have been involved in fatal incidents, but the black box technology is not open to public scrutiny.
This call seeks papers that examine ethical issues in using AI techniques, broadly defined, in business. Themes to covered include, but are not limited to, the following:
Moral status of AI: Traditionally, moral agency attributed to humans is endowed with rationality and freedom. How applicable is this to AI? To what extent would the recognition of AI agency warrant the reframing of ethics? Are there parallels between AI agency and corporate agency from the legal, moral, and psychological perspectives?
Value alignment: AI attempts to imitate human intelligence, especially calculative and strategic intelligence. As AI is adopted for automating decisions, worries about compatibility with human values grow. Researchers examine how to imitate moral, calculative, and strategic intelligence through “value alignment.” This capability to make ethical decisions brings AI to another level.

Hofstede developed the cultural dimensions theory, which is widely used as a crucial framework for cross-cultural communication. It is the earliest theory that could be quantified and is used to explain perceived differences between cultures and has been applied extensively in many fields, especially in cross-cultural psychology, international business, and cross-cultural communication. It was driven by the statistical procedure (also called "factor analysis") to make the development, based on the result of a global survey of the values of IBM employees conducted from 1967 and 1973. Hofstede's theory identified six dimensions of culture: power distance, individualism vs collectivism, uncertainty avoidance, masculinity vs femininity, short-term vs long-term orientation, and indulgence vs self-restraint. [6]
Research has suggested that power distance can vary from culture to culture, which can be particularly prevalent in international corporations. A study performed by Xiaoshuang Lin et al. found that employees are more inclined to speak up under leaders deemed to be humble by their employees. [7] Humility is a trait often associated with low-power distance cultures. The study found that an employee's self-conceptualization of power determined not only their workplace voice, but also their superior's humility. An environment such as this would also be akin to the collectivism dimension that Hofstede proposed.

Impact of Public Cloud computing Service in Korean Governmental Organizations
In tandem to advanced overseas IT markets such as the U.S., U.K., China and Japan, the Korea Government has launched the Comprehensive Plan for Facilitating Public Cloud Computing and Cloud Computing Development Act. This study assesses the outcomes related to Korean Government policies to foster cloud industry growth in the public sector and efforts to mitigate associated risks related to privacy and security. The purpose of our study is to analyze the Korean public institution cloud service usage and create metrics to identify and measure business and system performance including downtime, cyber security infringement, impact on business performance and the reduction of total cost of ownership. We found that public cloud utilization improved business performance and imparted financial benefits with a reduction in total cost of ownership (“TCO”), with the system expansion and system stability reported as significant.

The COVID-19 pandemic poses unprecedented challenges for governments and societies and represents a global crisis of hitherto unexperienced proportions. Our research seeks to analyse disaster management systems from a Korean national perspective. This study begins with a discussion of the crisis and disaster management literature and provides specific information related to the Korean government’s response to COVID-19 and continues by detailing specific strategies such as wide-spread testing, tracking, treatment and quarantine. Utilising a meta-study, official documents, reports and interviews, we explore the role of the control tower mechanism and highlight efforts for Korea to prevent wide-spread community transmission and develop a sustainable containment strategy– a system commended by the WHO.

Appendix: Hoftstede - Uncertainty Avoidance
In cross-cultural psychology, uncertainty avoidance is how cultures differ on the amount of tolerance they have of unpredictability. [1] Uncertainty avoidance is one of five key qualities or dimensions measured by the researchers who developed the Hofstede model of cultural dimensions to quantify cultural differences across international lines and better understand why some ideas and business practices work better in some countries than in others. [2] According to Geert Hofstede, "The fundamental issue here is how a society deals with the fact that the future can never be known: Should we try to control it or just let it happen?" [1]
The uncertainty avoidance dimension relates to the degree to which individuals of a specific society are comfortable with uncertainty and the unknown. Countries displaying strong uncertainty avoidance index (UAI) believe and behave in a strict manner. Individuals belonging to those countries also avoid unconventional ways of thinking and behaving. Weak UAI societies display more ease in regards to uncertainty. [2] People in cultures with high uncertainty avoidance try to minimize the occurrence of unknown and unusual circumstances and to proceed with careful changes step by step by planning and by implementing rules, laws and regulations. In contrast, low uncertainty avoidance cultures accept and feel comfortable in unstructured situations or changeable environments and try to have as few rules as possible. People in these cultures tend to be more pragmatic and more tolerant of change. [3]
When it comes to the tolerance of unpredictability, the areas which uncertainty avoidance deals with the most are technology, law, and religion. Technology assists with the uncertainty done by nature with new developments. Law defends the uncertainty of behavior by the people with rules that are set. Religion accepts the uncertainty people cannot get protected from. Individuals use their beliefs to get through their uncertainties. [ 4]
Appendix: Hofstede Power distance
The PDI is designed to measure the extent to which power differs within the society, organization, and institutions are accepted by less powerful members. [8] The index assigns a score to each country that indicates its level of power distance and dependent relationships. The PDI also represents society's level of inequality that is defined from below rather than from above. The PDI uses relative values; it is only useful when comparing countries. [9]
Hofstede found that the emotional distance is relatively small in lower PDI cultures. There are more democratic or consultative relations between expecting and accepting power. People are relatively interdependent to the power holders, and there is a relatively low inequality of power distributed among the people. Under these circumstances, the decentralized authority and flat management structure is common but not universal, which suggests that managers and subordinates will, on average, be relatively less concerned with status, and the distribution of decision-making responsibility is extensive. Policies like the "open door" policy are implemented more often, which influence higher-ranking individuals to be more receptive to lower-ranking individuals, and subordinates to be more likely to challenge or give suggestions to their superiors. Examples of countries with low PDIs include the Netherlands, the United Kingdom, the United States, Germany, and the Nordic countries. [11]
In higher PDI cultures, the power relations are paternalistic and autocratic, and centralized authority exists; there is a wide gap or emotional distance which is perceived to exist among people at different levels of the hierarchy. There is considerable dependence (also known as counter-dependence) on individuals who hold power. In the workplace, subordinates are willing to accept their inferior positions, and superiors may not ask for broad participation in the decision-making process. Higher PDI cultures usually adopt an autocratic leadership style, which means subordinates may be unlikely to approach and contradict their bosses directly. [10] Countries with high power distance cultures usually believe that there is nothing wrong with inequality and everyone has specific positions. China, Belgium, France, Malaysia, and the Arab world are regarded as examples of countries or regions with high PDI cultures. [11]
Hofstede's study is limited by two factors: neutralization and analyzing non-Western countries with a Western methodology. Each stage of the research process makes the unneutral seem neutral. The questionnaire reflects a large power distance: its questions were explicitly designed to resolve the normative concerns of researchers; it primarily served the concerns of those who needed to do comparative analysis and created it through "coercing a culturally distinct axis of comparison" on a variety of employees. [12] Additionally, the questionnaire adopted a Western methodology to analyze non-Western countries and was relatively selective in representing the inequality within Western countries. For example, the PDI concentrated on the boss and subordinate relationship, which could be seen as biased, as it ignores other forms of western inequality. Apparently, the questions failed to measure the racial, colonial, and broader class inequalities that should be taken into account when measuring power distance.[ citation needed]
