Consulting Project Guidelines and Rubric Overview
A major deliverable for this course is the Consulting Project for which students will write a problem identification,
request for proposal (RFP), a corresponding contract, and a reflection paper about the process of developing the
RFP and contract. Make sure to include references discussed throughout this course.

Your Consulting Project will have these four elements:

******************** 1. Problem Identified: A current problem presented for consideration is the organizational culture conflict
observed between Verizon Wireline and Wireless business units. The differing cultures are best
understood by understanding the history. Verizon's landline sector provided service globally but served
just 12 US states. In contrast, its Wireless sector served the whole country. Verizon possessed two distinct
organizational cultures between its Wireline and Wireless business units. The Wireline business was losing
customers, was slower, more bureaucratic, and less customer-focused, and in contrast, the Wireless
business unit was more innovative, faster, and more adaptable. Both business units sustained company
revenues; however, Wireless revenues were much higher and steadily increasing while wireline revenues
declined. The company changed directions to partner with the Wireless and Wireline business units to
build the 5g network.
While the organizations maintain separate business units, they also align under the same Executive
Leadership structure. The problem is that the frontline employees and line managers are not aligned with
their objectives and business values and constantly contradict each other. For example, the Wireline
process requires specific steps to lay fiber. The process requires franchise agreements with municipalities,
multiple permits, and a myriad of other steps that are not negotiable. Likewise, the Wireless process
requires specific steps to identify a target location for an antenna; however, that location can change
multiple times within a few feet to a few miles. If permits are obtained for a specific path, but the antenna
site changes one or many times, this delays the process. Neither considers the challenges of the other, and
both are often in conflict and unwilling to bend. The conflicting conditions cause unnecessary politics,
delays and stress and pits one unit against the other..
2. Assignment: Request for Proposal for above noted problem identified. Write an RFP that defines the issue
and the type of help you are looking for. Examples can be found in the Discussion Topic. The length of the
RFP will vary. This submission is for instructor feedback and is not graded separately. It will affect your
project grade under the Milestone Submission critical element.
