CONSIDERATIONS REQUIRING DISCUSSION

1. Right of Way Issues

A temporary construction easement is required for construction, including minor grading, saw-cutting, striping, and other relevant construction tasks. The area needed for this is approximately 4430 square feet within the lot behind the northwest corner structure, which will partially serve as a spillover for equipment storage (Appendix C). Additionally, the claimed right of way includes a total area of 2825 square feet, divided between the SE and NE corners of the project.

Utility Relocation

Utility relocation may be required for this project. A utility investigation will be performed

to determine if the proposed signal poles will be in conflict with the existing utility within

the area.

2. Air Quality Conformity

The project is listed as a Collision Reduction (Safety) Project. Because of this standing, the project is exempt from all analyses and will not cause or contribute to new localized exceedances of the carbon monoxide ambient air quality standards, nor will it increase the frequency or severity of any existing exceedances (Attachment X).

3. Title VI Considerations

Due to the existence of sidewalks and curb ramps, Title V1 mandates the equal access to all people under the collection of public funds, without discrimination. Curb-ramp analysis indicates current ADA compliance throughout the scope of the project, and future design will continue to adhere to these guidelines.

4. Visual / Landscape Considerations

Our Visual Impact Assessment concludes that, as per the CC 3-9 zone aesthetics, any visual impacts will improve the surrounding community.

5. Required Permits

It is anticipated that this project will require temporary construction easement permits

from property owner for work at the northeast and southeast comers at University Ave. and 6th. Additionally, the lot behind the northwest corner structure will need to be used for storage, so a temporary construction easement permit will be needed here, too.

6. Stormwater Management

As per record, on July 15, 1999 the State Water Resources Control Board (SWRCB) adopted Order 99-06 DWQ, National Pollutant Discharge Elimination System (NPDES) permit for storm. Water Discharges from the State of California Department of Transportation (Caltrans) properties, facilities, and activities. Management practices that will reduce or eliminate run-off of sediment from the proposed work area during construction will be given priority consideration on this project. The project will also mitigate for the short term impacts to water quality during construction by the use of construction BMPs. The project is exempt from treatment BMPs according to the Evaluation Documentation Form of the Project Planning and Design Guide Manual. The approximate Disturbed Soil Area is about 0.9 acres if the High Budget Solution is accepted.

7. Cultural Resources

No cultural resources exist within the scope of the project. Additionally, traffic will not be moved closer to receptors, so noise impacts will not be of concern.

8. Risk Management Plan

A risk management analysis must be conducted to show what impacts can be anticipated

during the design and construction phase and what its corresponding levels of risk. This

outlines the countermeasures that are to be taken by the responsible party.

9. Transportation Management Plan (TMP)

Any significant traffic delays will occur during the night to avoid Peak Hour delay throughout construction. A TMP will be developed in order to address congestion during construction.

10. Transit Services

This project will not have an impact on transit operations, as traffic flow will be directed in a way that minimizes traffic flow impact. Bus stops will be relocated along the field of work in a relatively unimpactful manner.
