Federalism

For part one of this assignment you will need to first watch the video entitled “Hurricane Katrina” that is found on Moodle. After viewing the video, answer the following questions.

• Define the term federalism and give three pros and three cons of federalism.

• Next, describe the difference between the “layer cake” and the “marble cake” views of federalism.

• Discuss how the video would be an example of “marble cake” federalism. Be specific in in your explanation.

• Identify three examples of how the different layers of government failed the people of New Orleans. Again, give specific examples from the video.

• After Hurricane Katrina, many people were shocked that so many people could be stranded in a major American city. In one well-constructed paragraph, please examine the reasons WHY the devastation after the Hurricane was so terrible. In your answer, please refer to federalism, but also feel free to give other reasons why so many people were stranded.

For part two of this assignment you will need to consider the political consequences of federalism. Education is a major political issue in today’s society. There is a great deal of debate regarding whether states should have power over the educational systems inside their borders or whether the federal government should be able to regulate education throughout the country. In one paragraph, make an argument for why STATES should be able to control their own education system and set their own standards for what students should be learning. In a different paragraph, make an argument for why the FEDERAL GOVERNMENT should be able to set standards for all states. Feel free to look online for some ideas and also consider looking up the debates surrounding Common Core.
