You are receiving these exercises because you applied for the position of Criminal Justice Information Analyst II (CJIA II) with the Florida Department of Law Enforcement (FDLE) Criminal Justice Information Services (CJIS) division.
In addition to the content in your submitted State of Florida application and ability to meet minimum qualifications for the position, candidates will be evaluated on responses to these exercises. Top scoring candidates may be contacted to arrange for an oral interview.
Responses to the written exercise should be thorough and clearly demonstrate thought processes, capabilities, and writing skills. The exercises will be scored on the basis of content, professionalism, grammar, spelling, punctuation, etc.
Written Exercise:
You work for a regulatory agency reviewing applications for applicants seeking licensure and are responsible for performing the initial application review and determining the decision path for the applications based on a set criterion. You are also responsible for monitoring and follow-up on pending applications. For each of the five scenarios provided below, write a brief paragraph identifying which of the five decision paths you chose and why you made that decision. Be sure to identify the application deficiencies, if there are any.
Licensure Requirements:
· Electronically submit a fully executed application which includes questions on the applicant’s criminal history and history of prior licensure complaints, if any;
· Pay a $250 licensure fee;
· Confirmation that a level 2 background check was submitted electronically through a third-party fingerprinting service company;
· If the applicant discloses having a history of criminal activity, the applicant must provide certified copies of the arrest report and court disposition, and if restitution was required and/or probation ordered, proof of restitution and/or completion of probation, and a written statement explaining each incident;
· If the applicant discloses a history of licensure complaints, the applicant must submit certified copies of the complaint(s), decision(s), and if restitution was required, proof of payment; and a written statement explaining each incident.
Decision Paths:
1. Application is complete and accurate without negative information and can be placed in the approval queue.
2. Application has minor demographic issue(s) that can be corrected with an email, and once the minor issues are resolved, can be placed in the approval queue.
3. If the applicant’s application is complete but the applicant discloses criminal history or a history of prior licensure complaints and provides the required documentation, refer the application to management for further discussion and instructions.
4. Major, non-demographic omissions requiring the application to be placed in the temporary, non-approval queue, and for you to formally contact the applicant by mail identifying deficiencies and provide a 60-calendar day deadline from the date of the letter for all deficiencies to be cleared.
a. If the required documentation is received within 60-calendar days and all deficiencies are cleared, refer the application to management for further discussion and instructions.
b. If all deficiencies are not cleared within 60-calendar days, the applicant is disqualified and must submit a new application with all documentation for future consideration.
5. Evidence of licensure disqualifiers, including falsifying documentation and/or nondisclosure of required information that may lead to a decision other than an approval by management. Immediate referral to management for further discussion and instructions.
Application Scenarios:
· Scenario One: Dylan Smith’s application is complete; however, upon review of the criminal history provided by the fingerprinting service agency, the applicant was arrested on three different felony charges. He was convicted on one charge, and the other two charges were pled down to misdemeanors. He is currently on probation. The applicant did not disclose the criminal history.
· Scenario Two: Lisa Roberts’ application is complete. She disclosed she was previously licensed in another state for over 20 years and had received one complaint 15 years ago. The complaint was investigated and dismissed as being without merit by that jurisdiction’s regulatory agency. She has no other negative information.
· Scenario Three: Jasmine Stokes’ application is complete except for non-receipt of the level 2 background check and a few minor issues.
· Scenario Four: Hernando Rios’ application is complete and does not contain any negative information.
· Scenario Five: Molly George’s application was placed in the temporary, non-approval queue and a letter sent to Ms. George on June 10, 2020 identifying all of her application’s deficiencies. The applicant provided all of the required documentation on August 13, 2020.
