Project Timeline
The City of Edmore has recently noticed that there has been an increase in homeless people within the city limits. The Mayor has presented to the city council the suggestion of starting a task force to solve the homeless issue in the city. The task force will be attempting to carry out this task with the assistance of a grant. Included is a project timeline that will include the implementation of the grant and the goals reached by the task force.
The Persons Responsible for the Project and Their Job Titles
The task force will have to be comprised of several individuals from various backgrounds. This way there will be several different viewpoints. I believe it should be comprised of 2 city council members, 10 members of the community, 4 local business owners, 2 volunteer firefighters and 1 on-duty law enforcement officer. Due to the fact the Mayor has decided this to be a situation that needs to have a task force, I find it fitting that the city council members will act as the Task Force Leader while overseeing the implementation of the grant and providing resources of the city government to the project where applicable. The members of the community will be termed as Task Force Members. They are going to be responsible for the day to day operations of the task force. The Task Force Members are combined with the business owners so there will be a total of 14 people on the task force. 5 of the members are representatives of local churches, 5 are from the various neighborhoods within the city, and the remaining 4 are local business owners that can look at it from the business point of view. We are also including a medical standpoint and will include the volunteer firefighters as a Medical Aid. The assigned on-duty law enforcement officer will be the Edmore Police Safety Liaison.
Tasks, Goals, or Duties
Goals
The main goal of the task force of course will be to locate housing and find employment opportunities for the homeless within the City of Edmore. Getting the homeless people off the streets would be the first job of the task force. Locating housing will help to reduce the population of the homeless. The task given to the church members or Task Force Members would be to locate potential housing for homeless or to seek a shelter environment on a temporary basis until the Edmore City Council Members can get a permanent facility built for them. The local business owners will attempt to get employment opportunities for the homeless which will hopefully give them a sense of independence and help them stay off the streets. The local business owners or task force members will also create opportunities in their organization and create a bond with other local businesses that are willing to help secure employment for the homeless. The main goal of the Edmore Task Force against Homelessness is to seek rehabilitation for the homeless individuals rather than just remove them from the streets. The extensive cooperation between churches and businesses can help to ensure that homelessness is not a problem in the future and allow the City of Edmore to be better able to handle this situation in the future.
Tasks
There are several tasks that the task force must do. First, the task force needs to locate housing. The church members are the individuals delegated to locate a facility or facilities to house the homeless whether it be on a temporary or permanent basis. The Task Force Leader is in charge of seeking out city resources and using grant money to possibly build a facility to house them. Seeking shelter is very important because in order to seek employment the homeless need to have a place to get around and sleep that will provide them with the necessary means of sustaining employment. The task of finding employment will fall upon the 4 local business owners to find sustainable income for the homeless, now housed, to increase their chances of not becoming homeless again. After finding an appropriate housing facility, the homeless population will have to be located and then talked to. This task will be carried out by the full task force team.
Duties
Each person on the task force has a specific duty to fulfill. The individual tasks all come together to achieve the common good. Each individuals title is important and each individuals job task is detrimental to the project outcome. The Task Force Leader will, as the title suggests, be the leader of the task force. He/She will oversee the project and also oversee the construction project of the housing facility. The Task Force leader will also be the head person for the grant and make sure all funds are properly utilized and make sure that the goals of the project are met. The community members that make up the Task Force Members are going to assist in locating both the homeless and housing. They will also help to relocate the homeless. The church members are going to assist in collecting clothing and goods, such as food and even monetary donations during the construction of the facility and the process of bringing the homeless to the new facility. The 4 local business owners of the Task Force Members have the duty to locate employment for the homeless in the rehabilitation transition process. This employment can be sought through their own businesses or through other local businesses. The 2 volunteer firefighters will provide any medical services that may be needed for the homeless to enter the housing facility. The homeless will need to have physicals and see if there is any other medical attention that is needed before being placed with other individuals. The assigned law enforcement officer from the Edmore Police Department will help the members of the task force approach the homeless and make sure that everyone is kept safe.
Projected Dates When Each Part of the Implementation of the Grant Will Occur

The task force meets to discuss their strategy and is assigned their Edmore Police Safety Liaison and two Medical Aids. The Task Force Leader starts the process on the construction plan for the permanent living facility for the homeless. The Task Force Members conduct research on temporary housing for the homeless in the city.

The permanent facility for the homeless begins the phases of groundbreaking and construction.
10/12/2019
The Task Force Members locate temporary housing for the homeless. The Task Force Members, Task Force Leader, and Edmore Police Safety Liaison begins research on the locations of the homeless population.
10/28/2019
The majority of the homeless population is identified by the task force. The Task Force Members begin the transition process for moving the homeless into the temporary housing facilities.
11/17/2019
Local business owners create 20 openings for entry-level job positions between their organization and other local businesses in the area in preparation.
12/05/2019
The task force completes the transition into the temporary facilities along with medical care. Local business owners begin exploring employment with those housed in the temporary facilities.
1/13/2020
The permanent living facility for the homeless completes construction. Task force projected to see major reductions in the homeless problem in the City of Edmore by this date in time. Employment rates for the homeless also are also projected to be on the rise to secure the reduction of reoccurrence and secure sustainability for future planning.
Conclusion
The City of Edmore is not attempting to eradicate the homeless by taking them away, they are attempting to aid them in a 3-fold approach. Instead of calling the cops to get rid of the homeless that is by their businesses, homes, and churches, the community task force is seeking to rehabilitate and assist them. The City of Edmore wants these homeless people to become the next contributing members of community and maybe even leaders on the next task force. The task force is comprised of a diverse group of people from various ethnic, social, and economic parts of the city and they have come together for one common good. With the help of city funds and grant, a permanent facility will be built to house the homeless following temporary housing. Employment opportunities will be offered to reduce the effects of a reoccurrence and guide reentry into the society for the homeless. This project is expecting to see results within its first few months and projected to come to fruition over a four-month period.
