Introduction

Child welfare is an important state responsibility, and state ensures that children are protected from neglect and abuse. The state provides that children have safe, permanent, and stable living conditions. Protection of children from all these mentioned is not something cheap, for instance, state and federal government spend almost $25 billion every year on children welfare services. Legislators at the state level are tasked with the role of overseeing, funding, and structuring children protection systems. For example, more than 300 children welfare bills are enacted on a yearly basis. NCSL also plays a significant role in children’s health, for instance, they have a purpose of tracking legislation and issue the legislators and legislative research team on child maltreatment, foster care, adoption, and kinship care.

Individuals may ponder which calling in our general public is devoted to the prosperity of youngsters: the appropriate response is community work in the arena of Youth Welfare. Kid welfare is a fragment of social service that is imperative to the well-being and dependability of the children and families in our general public. These social specialists give a significant number of various administrations, some of which incorporate working in the child care framework, youngster defensive authorities, as case managers, and as advisors. They collaborate with the kids and grown-ups alike, making it their central goal to give the assets and administrations fundamental for children to be in the most sheltered and robust condition and circumstance conceivable.

Background and the Meaning of Child Welfare

Youngster welfare guarantees "that kids are sheltered and shielded from any damage" (Berg-Wager, 2013). Social laborers in this field "secure defenseless children and enable families needing help", "to intercede when youngsters are in threat of disregard or mishandle", and some even organize "receptions, find temporary families, or work to get families back together" (U.S. Agency of Labor Statistics, 2013). This is the second-biggest zone of social action, particularly for those with a four-year certification in social work (Berg-Wager, 2013). The primary role of kid welfare is to guard youngsters shielded and from hurt (Whitaker, Reich, Reid, Williams, and Woodside, 2004).

The supplementary strategy is to "give vital managements to the groups of youngsters in danger, to enhance situations in their homes and transfer solidness to their families" (Whitaker et al., 2004). As per the National Association of Social Workers, "this framework integrates both exposed and secluded offices, and works in close society with – and depends on – plentiful other group agendas, for instance, informative and emotional well-being structures; budgetary, housing, and occupational help; and substance manhandle behavior managements" (Whitaker et al., 2004). Youngster welfare incorporates kid defensive departments, family safeguarding, and childcare, amass homes, private offices, reception committees, and connection mind programs (Berg-Wager, 2013). The populace that tyke welfare laborers work with his kids and youth, who have been disregarded or mishandled, and the grown-ups included (guardians, temporary parents, families, and so on.) (Berg-Wager, 2013)

At the point when a significant number of people consider youngster welfare, the main social issue many consider is alcoholic fathers. This lone "scratches the edge of the ice sheet" of the social problems that child welfare laborers may need to manage every day. Because of the extensive variety of living conditions and issues that youngsters and family’s involvement in our general public, common laborers now have numerous social problems that they should address in this field of training. The two most regular social issues that social specialists must manage are youngster mishandle and tyke disregard (Berg-Wager, 2013).

Thesis statement: Child welfare regulations should be changed for better laws that can protect children health in a justified manner.

The reason why I chose this topic is that children are the important part of the society, and without them, we will have no society in future, and therefore they need to be protected. However, some of their welfare regulation needs to be changed because; some parents are falsely accused of child neglect, and secondly, the Department of Children’s Services has failed to adequately execute its mandate acceptably.

This research targets various audience in different capacities, parents are the most people affected by the current regulations on child’s welfare, this makes them my first audience. Secondly, this research also targets legislators who formulate these laws in an attempt to make sense with them as to why some of the laws need to be changed.

The research will have three main parts, that is; an introduction with a thesis statement, followed by the main body containing the major points as to why Children’s welfare regulations need to be changed. In the main body, we’ll also have counterarguments from opposing side. Finally, the research will have a conclusion summarizing everything and recommendations. The questions this paper will try to answer are; why should child’s welfare regulations be changed? What impact will the changed control have on children and their well-being?

The research will be conducted for three weeks, and qualitative research method will be used. A structured questionnaire will be administered to the sample interviewees who will give their views and stories on the current child’s welfare regulations.

First problem

Variations in the prosperity of youngsters in the United States are developing. These racial, ethnic, sex and class-based aberrations have significant ramifications for the welfare of children in the United States and for the grown-ups they will progress toward becoming. The wellsprings of these incongruities are profoundly established in imbalances in social and natural determinants of well-being (e.g. destitution, salary disparity, misdistribution of instructive and different assets, prejudice, and severe ecological form) and the disappointment of open approaches to address them. (Child Welfare Information Gateway 2012). The quantity of youngsters being underestimated by our general public is heightening, and tyke destitution and different pointers of kids' prosperity rank the United States among the most minimal of the industrialized countries on the planet.

Youngster well-being value, as conceptualized in this strategy proclamation, is made out of 4 components: kids' rights, social equity, human capital speculation, and wellness value morals. The standards enveloped inside these rules should be revised to give the point of view and information that can be incorporated into the act of essential care and subspecialty pediatrics and kid well-being. They can be operationalized as devices, abilities, and systems for advancing kids' well-being, address well-being inconsistencies and propel value in tyke well-being.

Second problem

Various authors have argued that the policymaking procedure in the areas regarding the juvenile welfare regulations is not logical. The decision made by the top management in the various state government offices are often affected by the cultural differences of the people involved. This audit presumed that regardless of the help of appraisal systems, basic leadership conventions and enactment, that "… These sources were open for understanding while deciding if the necessities of a tyke or youngster met the edge for Child, Youth and Family evaluation and mediation (Hurwit, Hulbert, Goldhaber-Fiebert, Palinkas, Rolls-Reutz, Zhang & Landsverk, 2014). Additionally noted are the different effects on social laborer's primary leadership in an intricate setting, including open view of the social specialist part, the nature and term of the genuine worries for the kid, the practitioner ‘sown aptitude level and experience, the interface with different offices giving administrations in neighborhoods the clearness of authoritative messages and drivers

The policies that administer the lead of the representatives at the kid's welfare affiliations ought to be reexamined to include. A common laborer in youngster protection should exhibit center estimations of administration, social justice, dignity and worth of the individual, a significance of connections, respectability, and ability.

Furthermore, social specialists might hold fast to the expert moral duties portrayed in the NASW Encryption of Moral principles (2008). The NASW Cypher of Ethics (2008) Sets up the moral responsibilities of every single social specialist as for themselves, clients, partners, representatives and utilizing associations, the social work calling and society. Acknowledgment of these obligations aides and cultivates equipped social work to rehearse in youngster welfare.

The third problem

In most parts of the United States of America, the child welfare regulations are seen as the way for the rich to make themselves richer and a sure way to take away the right of the poor peasants. The policy making process and the resources allocation to the various areas affected by the child abuse cases have been highly politicized. The people leading the child welfare associations have also engaged themselves in acts of corruptions to satisfy theirs greed and hunger for money by turning the assets of the children health organizations into private properties. These acts of mismanagement and misappropriation of the children welfare funds have resulted in bad health and well-being of the children in the poor states of America and the underprivileged families (Mallon & Hess, 2014). Misuse of the children welfare funds is also a major leading cause of the poor schooling in the various countries of America. Performance disparities between the poor and the wealthy families children are also explained by the politicized decision making in the children welfare associations which lead to allocation of resources based on the political affiliation of the people in the given areas of jurisdiction.

There is a need to amend the rules and regulations that govern the conduct of the government trusted servants who hold positions in the offices of children welfare. Rules that stipulate the consequences that a person of the staff member should face in case he or she fails to comply with the set code of conducts while working in the children welfare should be stipulated and made understood to all the government agents (Mallon & Hess, 2014). The civil servants dealing with the kids related issues should also be subjected to swearing in which they would be required to Clearly state that they will work for the best interests of the children and uphold high traders of dignity, honesty and integrity and while not engaging themselves in manners of corruption and discrimination while in their duty.

In conclusion, the child welfare regulations play a vital role in ensuring that children and the teenager are protected from the people who take advantage of their weaknesses. Through the child welfare laws, we find a bright future for our kids regardless of the atrocities and the evils of this earth mediation (Hurwit, Hulbert, Goldhaber-Fiebert, Palinkas, Rolls-Reutz, Zhang & Landsverk, 2014). Through the various amendment to the child welfare regulations, we can achieve equality in the areas of education, health and well-being as well as in other sectors that regard the future our society. The amendment will also ensure that the weaknesses in the current system are done away with which is a sure way to a brighter America in the future.
