Why is over-reliance such as this incident a dangerous trap in decision-making?

Within the law enforcement agencies, it is very important to plan for any kind of incident whether it results from natural causes or man-made causes. This is because planning will be helpful either in saving lives or reducing property losses and damages. However, over-reliance on the prepared plans of action is dangerous because the decision maker often has incomplete and sometimes incorrect information guiding them in making the decisions. It is quite impossible to tell the expected outcome of any decision and in this case, the sheriff may have been too sure that placing officers in the schools would prevent school shootings in which case, his decision was futile.

Was Sheriff Israel over-reliant thinking his department planned well for this type of incident?

The sheriff was definitely over-reliant on his plans since the school shooting happened despite him having placed officers within the schools. He should have acknowledged the fact that no plan is perfect no matter how goods it may seem. However, not all blame can be placed on him since he actually had the plans in place instead of waiting to react when such incidents happen. He recognized the potential problem and put plans in place to prevent the shooting incidents from happening but he should not have been over-reliant on his plan.
