Chapter 3 Minitab Express In this assignment, you are asked how the variables Human Services Expenditures and Medicaid eligibles vary across the counties that participated in the experimental program and those that did not? Are there differences? The counties with the experimental programs are identified in Column 38 (2004). I will calculate some summary statistics using C27 for % of registered voters who vote. Use Statistics, Describe, Descriptive Statistics:

I see that the % of registered voters who vote is somewhat lower in the counties without the reform program.
I could investigate how other variables affect the % of registered voters who vote – perhaps there is a relationship with crime? I will create a scatterplot of % of registered voters (C27) who vote vs. crime index (C24) and the two categories of counties will be identified. Use Graph, Scatterplot, With Groups. Select the y-variable (% voting C27) and the x variable (crime index C24). Now click on group variable for grouping and scroll down the list of variables to select a variable, in this example we use C38.
Here is my output. One county has a very high crime index; I will investigate this county.
If I click on the outlier, it will identify the case (row 60 which is Mecklenberg County) and also the values of the x-variable crime index (42149) and y variable percent of registered voters (64.14). Notice that Mecklenberg County did participate in the experimental welfare reform initiative.
Notice this county is unusual because its crime index is very high. However, the % of registered voters voting is not unusual. I can double check that the crime index value was entered incorrectly. I can also look at other variables in the dataset to see if those could help me explain the high crime index for Mecklenberg County.
