Make policymaking easier or harder for developing countries in different ways. Capital and energy in most developing countries have become more significant countries in the global economy. Moreover, the problem of preserving and promoting country capital and energy infrastructure is substantial for international development finance, and the risk of this becoming a problem is more pronounced in developing countries where natural resources and resources such as renewable and clean energy are in demand. What they think needs to be stressed here is that developed countries need to be careful to avoid the temptation to rely on developing countries as a foundation for their own economic and social development, however desperately needed. They do need to establish states as infrastructure and not as a financial reserve. Still, they need to take care to avoid becoming dependent on them as a source of capital and energy, and this means putting in place more sustainable mechanisms for financing and protecting them against the transfer of market and political power from one generation to the next. They need to understand and be more aware of the interdependence of this world, and this means developing countries need to be part of the development that is happening around the world. Some of the Emerging Tools and Methods are a new technology. Some are new processes, and some are new tools, some are more intangible, while some are new techniques. There are also some emerging instruments. Emerging countries might suffer from inadequate skills for the development of useful and innovative software development tools and techniques. Software development in the world can divide into three main areas. They are developing tools and techniques to meet global needs (Hagen, Keller, Yerden & Luna-Reyes, 2019).

            These tools and techniques can be distributed on an easily accessible, inexpensive, and less costly basis, thus creating global innovation, expansion of market and business. They are developing business and innovation ecosystems, which are the platforms and management systems for change and marketing. These ecosystems rely on computer-based software development platforms, strategies, and services provided by software development centers. Wholesale markets, there are institutions, entrepreneurial community, the world of micro-enterprises, universities providing training for business models, strategies and technologies, and resulting in product software solutions education instructional technology, education instructors software platform, and technologies. Increasingly, in today's world, developing countries developing nations are on the rise of the spread of mass migration, political instability, and hunger in many countries. These are difficult challenges for countries that are not part of the system. Fall to the idea that technologies developed in non-traditional settings such as the Third World should incorporate into the development model of developed countries. The rise of open source has facilitated the adoption of new technological innovations that might otherwise not have considered, but which may prove transformative for improving lives. These technologies and innovations exist in the developing world. They often fail to filter into the model of development those countries such as they have tended to promote (Hamra, Siddiqi, Carmel & Ammar, 2020).
