EMERGENCY PLANNING AND METHODOLOGY: AN INTRODUCTION

National Response Framework: Emergency Support Functions (ESF)

During a response, ESFs are a critical mechanism to coordinate functional capabilities and resources provided by federal departments and agencies, along with certain private-sector and nongovernmental organizations. They represent an effective way to bundle and funnel resources and capabilities to local, tribal, state, and other responders. These functions are coordinated by a single agency, but may rely on several agencies that provide resources for each functional area. The mission of the ESFs is to provide the greatest possible access to capabilities of the Federal Government regardless of which agency has those capabilities.

The ESFs serve as the primary operational-level mechanism to provide assistance in functional areas such as transportation, communications, public works and engineering, firefighting, mass care, housing, human services, public health and medical services, search and rescue, agriculture and natural resources, and energy (National Response Framework Fourth Edition. (2019), pp. 37-42). A list of the 15 ESFs:
