The 3-F technique was extremely clever in the choice that China expected to present top abilities abroad. The primary motivation behind the idea 3-F technique is to help governments in dynamic whether there is a requirement for the presentation of top abilities in a specific field. The 3-F method consisted of three steps under which the first step included research. This included searching in the database the existence of the top talents in the country. It includes the identification of top talents in the country and summarizing them to the ones that are present as a result of brain gain. The second step in the method which is referred to as the second F. This step includes looking deeper into where those top talents are, what field are they operating on. The step also looks on to find out under which institution are the top talents are and the level of impact they bring to the institutions they are working. This made possible since they search on a specific field then proceed to investigate the top talents in the field. The third step which is the final step concentrates on calculating the brain gain index. The step does this so as determine the level of demand a country needs of top talents. The calculation is made possible by the formula [Iik = (Twk / Tik) / (Pw / Pi)] whereby if the country has fewer top talents the demand is high and vice-versa.

Through my assessment, I find that the USA has less demand for cloud computing top talents and hence there is no need for them to introduce the top talents. This is because out of the most talented people in cloud computing, the USA consists, most of the top talents in their country. An introduction of more top talents in the USA would result in an overflow of the top talents in their country, therefore, creating an imbalance of the top talent distribution in the world. The brain gain index of cloud computing in the USA is 0.11. China follows with an index of 2.61 hence there is a greater difference between the two countries, therefore, stating for no need for the introduction of top talents in the USA (Zweig & Wang, 2013)
