A continuous process must be adopted in each project from the time of its genesis until it is completed, and this is true of any project of any size. Most of the time, risk management becomes effective during the initial stages of a project. It is important to note that risk refers to any unanticipated circumstance or incident that has a negative or positive influence on the project when it occurs (Ray, 2021). However, when formulating strategic decisions as part of the risk management process, it is necessary to consider applicable laws and legal ideas. Regulations play an essential role in the risk management process because they define and manage the actual approaches to risk that are taken both within and outside the organization's boundaries. This study aims to explore how the law applies in the management of risks in a recreational facility. Risk management at a recreational facility is essential since it allows for high-level information regarding the risk. In the opinion of Moorhead and Vaughan (2015), the risk management process serves various functions inside the organization in which it is implemented. One of the most important responsibilities is maintaining a healthy balance between risk and profit for the firm. As a result of this function, the risk management factor develops a facilitative role within the organization (Ray, 2021).
On the other hand, the risk management process is responsible for preventing risk occurrences through decision-making procedures, risk assessment, and risk control. It is necessary to have legal ideas in place to determine the natural source of the risk. Injury prevention and control in recreational facilities aid in the prevention and control of injuries to guests and workers who work in the facility. Everyone who enters a recreational facility is under the moral obligation of its operators to safeguard their own and others' safety while in that recreational facility. Many rules that regulate recreational facilities in risk management include provisions for mitigating any unexpected hazards, mitigating effects of an event, and providing cost-effective and comprehensive insurance coverage, to name a few. On the other hand, many projects are enforced by government authorities and are mandated by law in many cases. Because of this, risk management could be a challenging undertaking to complete in the absence of rules and legal principles.
Risk is often divided into three categories: real risk, perceived risk, and inherent risk. The real risk is the most serious of the three categories. The real risk is the probability of an incident occurring that can be justified by examining statistics and related data (O'Conno, 2021). Preferred risk, on the other hand, refers to how people involved in evaluating and performing various responsibilities within an organization view the risk they are exposed to. Finally, inherent risk refers to the type of risk that arises from the existence of specific operations within an enterprise. These are the most prevalent categories of risks taken into account during the risk management process. The recreational facility can carry out the risk management procedure in various ways. The first step in the risk management process is to determine the threat level that exists. It is possible to conduct a risk assessment by holding meetings with senior management and junior employees. More specifically, the team involved in the risk management process of the recreational facility must ensure that the objectives of the recreational facility are clearly defined because this will instill confidence in the risk assessment process (O'Conno, 2021). When it comes to detecting dangers in a recreational facility, risk assessment has a clear understanding of what needs to be taken into consideration.
On the other hand, the risk should be determined by gathering information from a variety of sources. Political, economic, social, technological, and legal PEST (Political, Economic, Social, Technological, and Legal Environment) are some of the most dependable sources (EL). It will be possible to manage risk in a recreational facility with the help of risk identification tools such as judgment-based, brainstorming, and checklists, among other things, using risk identification tools. After a risk has been discovered in its entirety, it is critical to document the risk identified to serve as a guide for future risk identification efforts.
The risk analysis stage of the risk management process at a recreational facility is the second step in the procedure. The probability of a danger occurring is determined at this stage of the process. The risk management team, in particular, determines the severity of the risk if it arises. It is important to note that risk analysis comprises two fundamental concepts: avoidance of exposure and loss reduction. Essentially, loss reduction refers to a situation in which actions are taken to limit the damage caused by potential risk. A situation in which mitigation methods are utilized to avoid direct risk exposure is called "exposure avoidance" (Martins, 2021). In some instances, the rules that encourage exposure to risk include policies that govern access to certain environmental zones because of specific dangers that exist. In other cases, however, the recreational facility may limit the number of guests who can attend the recreational facilities because of health concerns.

Potential Hazard
Hazards include an uneven or wet playing surface on a soccer field, inclement weather, unfavorable terrain, chemicals exposure, broken glasses, and inappropriate use zones in a playground. Operators must take proactive steps to eliminate hazards immediately or take measures to stop the use of the area.

Risk management is identifying and controlling hazards to conserve combat power and resources. The five steps of risk management are: • Step 1. Identify hazards. • Step 2. Assess hazards to determine risks. • Step 3. Develop controls and make risk decisions. • Step 4. Implement controls. • Step 5. Monitor and review the risks. This five-step process is integrated into the recreation facility decision-making process.
It is preferable to make risk-taking judgments based on awareness rather than mechanical habit. Instead of acting on a conditioned response, leaders should act on a solid appreciation for the essential variables that distinguish each circumstance from the others. Throughout the entire management continuum, the facility manager must keep players and fans in mind when conducting risk management procedures. Even in the absence of aggressive behavior by the other team, dangers can arise.
Step 1 – Identify Hazards
The first stage of risk assessment is identifying risk variables related to the sport and determining how these risks may have an impact on stakeholder groups. In most sports, participants are by far the most important stakeholder. Still, other stakeholders, such as authorities, spectators, the media, and the general public, play an essential role. The current discussion is primarily concerned with the hazards that participants face. Several risk factors can occur from sports, including the infrastructure required to perform the sport (stadiums, public roads, and waterways), the equipment (such as goal posts, hockey sticks, and hurdles), and the physical activity itself (such as running, cycling, and swimming).
When doing a risk assessment, it is crucial to identify all potential dangers or unfavorable circumstances that could arise (often known as the "what ifs"). This should be a thorough procedure that is completed in a small group setting whenever possible to ensure that you have a broad view of spotting dangers and pitfalls. Once you have identified the risks, you should thoroughly analyze each one. This is the process in which you examine the likelihood of a risk materializing and the potential consequences of doing so. You must utilize a consistent set of characteristics to analyze all risks to evaluate and prioritize them effectively.
This will assist in gaining a better grasp of the risks and the level of hazard each risk represents. The following stage assesses the risks in light of previously established risk tolerances. To lessen the likelihood of the risk materializing, the impact if it does, or both, it is necessary to examine what control measures you could put in place. With the results of your risk assessment in hand, this is a decision-making process that will establish what controls are necessary to keep risk levels within tolerable and acceptable limits.
The remaining stages are critical follow-up measures that must be taken to manage risk effectively. Facility managers must weigh risk against expenses, political, economic, and environmental factors, and the need to oppose power and take appropriate actions to remove unnecessary risk during these processes. Managers regularly analyze the risk to the overall mission and those involved during the execution and planning, and preparation phases. After that, managers and individuals evaluate the effectiveness of controls and share their lessons learned so that others might benefit from their mistakes.
Identify Hazards
Hazard is an actual or potential condition where the following can occur due to exposure to the hazard. • Injury, illness, or death of personnel. • Damage to or loss of equipment and property.
Hazards are sources of hazard or risk that arise as a result of an enemy or opponent's presence and other factors that are not related to the enemy or adversary's capabilities. Leisure hazards can be encountered in all types of recreational settings. The playing field and the training procedure both bring their own set of dangers. Hazards are recognized during the first four recreational facilities management-decision-making process: identification, classification, classification, and classification.
The competence of the facility manager and their employees to identify potential dangers is critical. One of the realities of today's recreational facilities is that the appearance of a hazard can alter in a short amount of time. Things that appear to be low-risk at first might swiftly escalate into severe hazards due to unforeseen natural or manufactured events. Facility managers should be aware of the possibilities of such a situation. Becoming complacent about the possibility that existing controls would not continue to work in quickly changing settings should be seen as a danger in and of itself. When planning, preparing, and executing activities, the variables described by the acronym serve as a solid framework for identifying potential hazards that must be considered. While conducting a facility analysis, managers and staff should look for hazards that may impact accident risks and training when applying the risk management acronym to the acronym. They must identify any dangers that may pose a significant risk to the play process as part of their investigation.
Potential hazards
Unpredictable weather can include heavy rains that bring flash flooding, fog, dust storms, tornadoes, and other meteorological occurrences that can occur at any time and require a rapid action to avoid death or injury. Lightning is a common and dangerous threat in many parts of the world.
Hazardous terrain might include unsuitable ground/surfaces not conducive to leisure activities, such as mud or sand. Take, for example, moist surfaces.
Risky bystanders- Individuals encountered when enjoying the outdoors may not always be nice, and in certain situations, they may constitute a threat to others participating in outdoor recreational activities.
Topical injuries are caused by highly harsh weather circumstances such as frigid temperatures, scorching conditions, and sunburn, among other things.

Step 2 – Assess Hazards to Determine Risks
The possibility of a hazard or adverse effects is referred to as risk. This stage evaluates each hazard in terms of probability and severity to calculate the likelihood of one or more hazardous incidents occurring due to exposure to the hazard. The risk level associated with one or more hazardous incidents is determined in this step.
These risks can be divided into two categories: situational risks and event-based risks. Situational risks are present all of the time in the sports environment, and they originate from factors such as the availability of facilities and the quality of equipment. Event-based hazards occur only under a specific set of conditions, such as how one player tackles another player; the following step is to analyze how each of the risk factors identified might affect individual participants. This is especially significant when the impact of the intervention may differ from one group of participants to another. The risks associated with a sport can be classified as intrinsic if they are specific to the individual participants and extrinsic if the risks are related to external sources such as the game's rules, protective equipment, and playing circumstances. Both types of risk factors can affect the likelihood of receiving an injury, and the severity of the damage received because there are different groups of participants, such as males and females, youths and veterans, able and disabled, who may require specific control measures under certain circumstances. Finally, the risk assessment process includes estimating and evaluating the amount of risk for each person or group of participants. For specific outcomes and circumstances, this approach can be as basic as describing the risk qualitatively as 'high, medium, or low,' or as complex as quantifying the risk quantitatively through probability or incidence values for particular events and conditions.
Step 3 - Develop Controls and Make Risk Decisions
When it comes to risk management, it is the realization that decision-making takes place in the face of uncertainty. Decisions must be made in a manner consistent with the commander's stated aim, which is beneficial.
Controls are in place for training. These restrictions are based on the knowledge and skills of the involved individuals. Individual and collective training that ensures performance to standard is essential in implementing effective control measures.
Protection from physical hazards—These safeguards can take the shape of barriers and guards, as well as signs to alert members that a hazard exists. Also included in this group are special controllers or oversight employees responsible for identifying and preventing certain dangers from occurring.
Avoidance. These measures are implemented when leaders take proactive steps to avoid coming into touch with a recognized hazard. Suitability. It must either eliminate the danger or mitigate (lower) the residual risk to an acceptable level before it may be considered successful. Acceptability. Putting in place the control must be beneficial enough to outweigh the costs in terms of resources and time invested. The determination of acceptability is primarily a subjective process. The process of developing and implementing a variety of control measures you have decided that will manage each risk to within your specified tolerance levels is often referred to as risk management.
Step 4 – Implement Controls Communicate and Consult
It is critical to engage with key stakeholders at each stage of the process to ensure that the manager takes a complete and well-informed approach to establish the risk management plan. Senior authorities, committee members, National Sports Associations, sources of local knowledge, subject matter experts, and safety service providers are examples of those who may fall into this category.
Step 5 – Monitor and Review the Risks
It is vital to have a risk management plan that is effective and well thought out. As a result, it will be determined finally whether or not risk levels are managed to suitable levels and whether or not the event is delivered safely if the plan is followed precisely. To accomplish this, it is critical that constant monitoring is in place before, during, and after the event to detect any changes in the risk profile (such as changes in weather conditions). The manager will also need to ensure that the control measures are in place and effective in controlling the risks within the tolerances that have been established. Additionally, the intelligence obtained through monitoring can be used during the review process to continuously improve risk management for future situations.
