Unit Summary This unit describes the skills and knowledge required to manage employee and industrial relations matters in
an organisation. It involves developing and implementing employee and industrial relations policies and plans
and managing conflict resolution negotiations.
It applies to those who are authorised to oversee industrial relations and manage conflict and grievances in
an organisation. They will have a sound theoretical knowledge base in human resources management and
industrial relations as well as current knowledge of industrial relations trends and legislation.
No licensing, legislative or certification requirements apply to this unit at the time of publication.

Assessment must be conducted in a safe environment where evidence gathered demonstrates consistent
performance of typical activities experienced in the workforce development – workplace relations field of
work and include access to:
Awards and enterprise bargaining agreements
Relevant legislation, regulations, standards and codes
Relevant workplace documentation and resources
Case studies and, where possible, real situations
Interaction with others. Assessor of this unit must satisfy the requirements for assessors in applicable vocational eduation and training
legislation, frameworks and/or standards.

Re-assessment To gain competency you need to get Satisfactory (S) result in all the tasks. If Not Satisfactory (NS) result is
given even for a task you will be deemed Not Yet Competent (NYC). Students who are unsuccessful at
achieving competency at the first attempt will be offered coaching, information and additional time (other
needs if required) before a second and possibly a third attempt is made. If the student is not able to
satisfactorily complete the assessment after the third attempt the student will be deemed Not Competent and
resulted as such. The student may re-enrol in the qualification at a later date to gain successful completion of
the unit/s.

Complaints and appeal Where a student wishes to appeal an assessment decision they are required to notify their assessor in the first
instance. Where appropriate the assessor may decide to re-assess the student to ensure a fair and equitable
decision is gained. The assessor shall complete a written report regarding the re-assessment outlining the
reasons why assessment was or was not granted. Refer to CAC Complaints and Appeals Policy & Procedure
for details.

Assessors Intervention Assessors are to check that the student is ready for assessment, and defer the assessment if they are not. It is
important that assessors do not teach at the assessment but allow students to competence for themselves.
Feedback is to be given at the completion of the assessment using the feedback to student. If a student does
not meet a standard, the assessor is to sit down with them and assist them in their understanding. Should you
disagree with the assessment outcome, you can appeal the decision as stated in the Student Handbook.
Your student record must indicate that you have all required skills and knowledge in completing the task. For
each assessment, the assessor is to act as a supervisor and not interfere with the assessment. If the assessment
activities will impact on your safety or that of others, the assessment must be stopped immediately.

Assessment Instruction Assessment is mapped to the unit and must be completed by the end of each unit. For answers to written

assessor if you do not understand any part of the assessment. Whist your assessor cannot tell you the
answer, he/she may be able to re-word a question or instruction to assist in a better understanding for you.
Assessment Task 1: For this assessment you will need to write a report in no less than 1500 words based on a workplace or
simulated environment. If you choose to write on a simulated environment, you may use the Simulated
Business Case study on “Sims Hardware”.

Assessment Task 2: For this task, students need to make a presentation on managing negotiations to resolve conflict in the
organization by completing the task provided in student instruction. Student also need to submit the hard
copy of the power point presentation.
Assessment Task 3: This is a written questions and answers assessment that needs to be completed by students over the duration
of training session. The assessor must provide students with sufficient information to complete this
assessment. While answering the questions, students will gain knowledge about the resources required in
developing an operational plan to meet organisational goals and objectives. They will be able to understand
the organisational policies, practices and procedures relevant to operational plan, discuss the key performance
criteria with relevant stakeholders and develop a position description for a given position in an organisation.
Competency Decision Student must satisfactorily complete each assessment tasks to be Competent (C) in the unit. Student with
unsatisfactory completion of any of the assignment tasks will be deemed Not Yet Competent (NYC).

ASSESSMENT TASK 1 – WRITTEN REPORT
STUDENT INSTRUCTIONS:
For this assessment you will need to write a report in no less than 1500 words based on a workplace or simulated environment. If you choose to write on a simulated environment, you may use the Simulated Business Case study on “Sims Hardware”.
Prepare for the task by completing the following steps to develop employee and industrial relations policies and plans:
There is no particular format for the report however, students must discuss the following in their report:
1. Executive Summary: It is a summary containing all the main findings and conclusions, so that a busy executive can get a flavour of what the report says and decide whether or not s/he needs to read it all. It is not to be confused with the Introduction.
2. Introduction: This sets the scene for what is to follow. It should contain:
A brief (1-2 paragraphs) summary of the events which have led to the report being written, the terms of reference or objective of the report.
A description of the method the report follows to achieve this objective. This can be thought of as a kind of annotated table of contents, e.g. "In Section 1, I analyse the different strategies adopted by various tech firms. In Section 2, I assess whether the tech firm’s strategies are best form of practices. In Section 3, I assess the solution. In Section 4, I present our detailed recommendations and implementation proposals." This signposting is very important in preparing the reader for the delights to come.
3. Discussion and Analysis: In this part, you need to answer the following:
1. Determine the long-term employee relations objectives by obtaining and analysing the strategic and operational plans.
2. Analyse the existing employee relations performance in relation to the workforce objectives.
3. Evaluate and document the options, in terms of cost-benefit, risk-analysis and the current legislative requirements.
4. In collaboration with relevant others and working within the management team, develop the industrial relations policies and plans.
5. Identify and note the skills and knowledge that is needed by management and by the workforce to effectively implement the developed strategies and policies.
6. Develop an implementation plan, as well as a contingency plan for the developed employee relations policies and strategies.
7. Arrange for the training and development to meet the identified needs for self and other staff to support the employee relations plan. Document the arrangements made and the needs that were met.
8. Undertake the associated employee relations activities that are needed to reach agreement on the changes required by policies or by the implementation plan. Document the activities undertaken and the changes made.
9. Document, or ensure the documentation of, procedures for addressing grievances and conflict.
10. Identify and communicate to relevant others the key issues about procedures for addressing grievances and conflict.
11. Review the employee relations policies and plans to establish whether they are meeting their intended outcomes. Document any ways they don’t meet their intended outcomes and provide the policies and plans.
4. Conclusion: In this section, you have to discuss in general how you as a CEO can influence organisational culture, anticipate change and provide strategic leadership in change management.
