General quarters, Generals quarters. All hands man your battle station! Imagine being awaken up to the sounding alarms that's demanding you to fight for your life. Senior Enlisted Leaders should know the importance of Personal Qualification Standards, proper watch standing, and adequate rest prior to assuming the watch in-port or at sea. This essay will cover the problem, discussion, and recommendation regarding mission readiness.

Problem

Seventh Fleet ended year 2017 with five collisions, 17 sailors killed, senior leaders getting fired, and two pending military court-martial cases against the captains of the USS Fitzgerald and USS McCain. Questions are now being asked regarding the events surrounding these collisions such as, are longer deployments for ships not enough time and is limited amount of money spent for maintenance and less training reasons for the crashes (Navy Times). The Navy is now in a spotlight where the focus is on safety operations, procedural compliance, and combat readiness. Now that we have identified the problem, will we now cover the discussion.

Discussion

Collisions have been the number one safety concern for every Sailor no matter what your job description or rank. The last two recent collisions involving the Arleigh Burke-class guided-missile destroyers USS Fitzgerald (DDG 62) and USS John S. McCain (DDG 56) have spawned a lot of headline news, but there have been a few collisions in the past that has cost the Navy dearly. On April 26, 1952, the USS Wasp (CV 18) collides with the USS Hobson (DD 464) killing 176 Sailor, including the captain and the USS Hobson was split in half. On June 3, 1969, the HMAS Melbourne rammed the USS Frank E. Evans (DD 754) killing 74 Sailors. On November 22, 1975, the USS Belknap (CG 26) collided with the USS John F. Kennedy (CV 67) killing eight Sailors and injuring 48 others. On February 9, 2001, the USS Greeneville (SSN 772) rammed the Ehime Maru killing nine people and on March 20, 2009, the USS Hartford (SSN 768) collided with the USS New Orleans (LPD 18) resulting in 15 Sailors injured on the Hartford and 100 million dollars of damages (Military.com). Now that the discussion has been covered, recommendations will now be provided.

Recommendation

The Chief of Naval Operation said the collisions in the Pacific that killed 10 Sailors aboard the USS Fitzgerald and seven Sailors aboard the USS McCain were entirely avoidable and plan on correcting the problem. Certain things are under investigation including; failures in leadership, sleep deprivation, lack of training, and failures in navigation. The ship's Captains may possibly be held accountable for their actions for not doing proper risk assessments to prior missions.

Today, the Navy has taken immediate action reestablishing a considerable scheduling process for Seventh Fleet. Officers will be thoroughly examined on their preparations for higher leadership responsibilities, the bridge team will be assessed on warfighting exercises, and there will be improved team and individual skills training. The Navy will go back to basic and fundamental trainings on seamanship, inaugurating inclusive policies on supervision of fatigue and revisit the last few years’ budget plan.

In summary, this paper highlighted the problem, discussion, and offered recommendations regarding mission readiness. Senior Enlisted Leaders should know the importance of Personal Qualification Standards (PQS), proper watch standing, and adequate rest prior to assuming a watch in-port or at sea.
