TUTOR-MARKED ASSIGNMENT ONE (TMA01) This assignment is worth 10% of the final mark for BPM307 Cost Planning and Estimation. The cut-off date for this assignment is 11 October 2021, 2355 hrs. Question 1 Your firm has tendered for the consultancy services for a new project and you have received a notice to attend the tender interview. You are required to prepare the submission write-up as part of the bid proposal. The write up should: (a) Indicate your firm’s cost management strategy with details and the importance of cost
planning in the design stage. (15 marks)
(b) Discuss the methodology approaches for the cost estimation throughout the design
development stage and up to tender. (15 marks)
Question 2 As a consultant Quantity Surveyor, appraise the impact of the COVID-19 pandemic on the construction cost and provide advice to your client on the management of the cost from brief till tender stage.

(a) Your firm is awarded with a new project similar to an earlier project that your firm completed few years ago. You are required to prepare the elemental cost plan for the upcoming meeting with the client.
New Project B Proposed Gross Floor Area (GFA) is 18,000 m2 Design brief: • Structural system - Steel structural system with composite slab. This proposed
structural system is approximately 30% more expensive than precast Reinforced Concrete (RC) structural system.
• Mechanical & Electrical (M&E) systems - Prefabricated Mechanical, Electrical
and Plumbing (MEP) systems which is estimated to cost 20% more than the conventional M&E system cost c/o Air Conditioning & Mechanical Ventilation (ACMV), Sanitary & Plumbing, Fire Protection and Electrical system.
• Current Tender Price Index (TPI) = 106.5 Past Project Cost Reference: Table Q3 shows the elemental cost breakdown for Project A which was completed in 2018. The GFA was 14,700 m2. Tender Price Index (TPI) in 2018 was 98.7.

(iii) The estimated unit rate for the Total Construction Cost excluding contingency sum.
