For Getting Smart about Change
EPA as an institution is set up to be a Change Maker of
Industry, Public Behavior, etc.
EPA has been a target for change itself from inside and
outside.
To be a change-maker of institutions, it helps to:
Understand the institution you want to change
Have a vision/understanding of what changes are needed and why
Study instances when change has taken place and when it hasn’t
and why.
This course ( and Sponsors) can help you develop your
change-making skills by focusing on these three areas.

Early Challenge for Risk Managers:
Regulation of Carcinogens
Congress: “Delaney Clause”: Zero tolerance for carcinogens in food additives
Clean Air: Vinyl Chloride
Zero emissions (= zero risk) or
“acceptable” risk such as
1 in a million
1 in 100,000
Covid-19 Every Governor, Mayor, Individual =
A Risk Manager
