TIF Case Study

1. Why did the City of Roanoke Rapids pursue a TIF? What were the purported advantages of the TIF vs. other funding mechanisms? (Hint: In North Carolina, General Operating bonds require voter approval).

2. Describe the TIF repayment arrangement for the proposed project. Where were the sources for repaying the debt? Describe any potential problems with this arrangement.

3. Why did the economic and feasibility studies associated with this project not predict the failure of the project?

4. Provide 3-4 lessons from the project that you would share with other local governments considering TIFs for entertainment projects.
