Part I: Thesis Statement

The paper seeks to address two very important occasions in the chronological background of the United States of America more so those that are skewed to the armed forces arm of the government. The circumstances to be inspected in this paper include the US – Russia Staff consultations in 2011 and the last military to military agreement revealed in 2012.
