The business will operate in 5 states having 15 transfer stations, 30 collection operations, 7 recycling facilities and 10 active landfills.

The company offers exclusive contracts with the federal government for over 5 states benefits 200 communities by providing the clean and safe environment.
It is the philosophy of the company that the only traceable steps should be the clean surrounding and the facilities rather than the garbage trucks. In the fiscal year 2017, the company generated $200 cash flows in the operation in comparison with $198 in 2016 which represents an increase of $2. The increase results from a decrease in the accounts receivable due to increased emphasis on the collections.
Since Lindsey Waste solutions are determined to work with primary agencies in the federal government as well as numerous states, non-governmental organizations, corporation across the country. It is the role of the company to prove their clients that quality proposal will have relied on the quality of the request for the proposal the partners receive after completion of the contract. The preparation of Lindsey Waste Solutions of the request for proposal may increase the probability of receiving the appropriate proposal on the basis of project agreement as well as achieving an effective end result.
Market Survey
The fundamental aspect in the RFP is a description of the procurement for the corporation. The Request should offer federal government and the business a mutual understanding of the company services that will be offered. Besides the request of the firm for bids should be inclusive of the preliminary specification requirement as well as the concept design (Feldman & Keyes, 2011).
The main objective of including the specification requirement is to define the limits of the content, functionality and implementation of the firm’s project that it will begin on. Basically, Lindsey Waste Solutions use of firm exemplar will assist the firm in ensuring that the format of the requests attains the Public Procurement Act Requirements.
Since the business contracts should be legally binding, they are effective within the ethical framework which has the assumptions that nearly all the parties observe and fulfills their contractual obligations (O’Connor, 2007).
Lindsey Waste Solutions believes that accomplishing quality and productivity should be done via empowering clients. Safety and health planning at Lindsey Waste Solution should follow the Requirements of the FAR (Engelbeck, 2002).
Furthermore, the Firm should develop a work schedule and work breakdowns structure that entails the tasks that are in the process of writing proposals. Creation of bid strategy by the firm demonstrates the capability of working with public and private sectors. The firm will customize the response from the federal government on the requisitions of the solicitation in ensuring submission of a complaint.
Competition Review
Lindsey Waste Solutions deals with the management of the environment by collecting, recycling and treating all types of wastes whether hazardous, solid, industrial or domestic wastes. Specializing in performing one task per the contract, Lindsey Waste Solutions will hereby be dealing with Solid waste collection and removal under the NAICS Code 562111.
There are numerous opportunities for contract types on the FBO website. I will hereby detail some of the contracts with their advantages as well as the demerits, then choose a contract that I will possibly pursue.
The first one is S-Integrated Solid Waste Management Services at U.S. Marine Corps Air Station (MCAS) Iwakuni, Japan with Solicitation Number: N4008418B5403. This contract deal with the Department of the Navy, the contract is restricted to local sources only. Any bid that is done from sources which are not members of the regional will not be considered.
I would hereby decline this bid because the restriction is given under the contract. Secondly, the term and conditions that are attached such as the bidder should be authorized to undertake business in Japan which is limited by the scope of operation for the LWS.
Another opportunity that I have considered is the S-626-19-1-4189-0001 Municipal Solid Waste (MSW) & Recycling services with the Solicitation Number: 36C24918Q9475. This contract is from the Veterans Affair. This is one of the contract opportunities that LWS would pursue due to the following reasons.
The contract period is one year, then there are other opportunities for renewing the contract at the government discretion. LWS is confident and prepared to handle the task with professional expertise for a future recommendation of the contract. Moreover, the contract is unrestrictive; thus, any firm can bid for the contract.
GSA Schedules
After conducting the GSA schedules, LWS has identified the source in which to contract with the GSA implementation program that is instituted. Since GSA promotes the minimization of waste by recycling and reusing as well as pollution prevention. The firm will focus on this chance of selling the materials that are energy enough, bio-based, non-toxic, contains recycled contents.
This would be a great forum in contracting with the GSA environmental programs. The GSA schedules are accessible and useful for industrial partners such as the LWS. The merit of contracting with the GSA is that GSA programs assist the industrial partners in becoming successful in any legal marketplace. They have a profound record of accomplishment done by small business.
The platform has plenty of contracts per financial year. Moreover, 80 percent of the Multiple Awards schedule by the GSA is the small business individuals. Most of the government needs are usually produced through the GAS contracts.
Subcontracting
Some of the contracts given by the government require the large or the primary firms to subcontract the task or the scope of the works with another small business. This provides more opportunities for the small business to be involved with the federal contracts.
Moreover, some of the federal contracts necessitate one to subcontract the project to a small firm. The contracting officers should include the specific goals of contracting to be met by the prime contractor.
Even though subcontracting work is profitable, it also has its limitations such as, the small business or firms which have been awarded the subcontracts are required to do the minimum levels of the task or the project. It is expected that all contractors should be familiar with the governing rules and regulations that constitute the subcontracting limitations.
From the SBA website, there are numerous subcontracting opportunities. The subcontract the LWS would endorse would be Defense Logistics Agency on the DLA disposition service where any hazardous waste materials, especially in the housekeeping, would be addressed by the company. This company will be based within the area or region of operation and it will assist greatly in easing the pressure or the tasks that LWS would not be able to handle at the moment.
Set Asides
Set aside contracts assist in leveling the playing field for the small firms. This is done by the government to limit the competition for contracts to the small firms. The small organization is, therefore, able to compete and win the government contracts. Two types of contracts under set aside involves competitive and sole source set-asides.
In competitive set-aside, the government set aside particular contracts for the small business having the know-how that there are at least two small firms that are available and capable of handling the task or the project to be rewarded. On the other hand, sole –source where the government issues a contract without the bidding process.
This usually occurs, when the firm fulfills the requirement of the contract. LWS should venture in Joint ventures. This involves the creation of a pool of risks and efforts in competing for a contract. This is effective for the LWS firm as they will be able to handle a large area of operation as well as larger government projects.
Cost, Risk, And Profit Considerations
The contract pursued by LWS is Municipal Solid Waste (MSW) & Recycling services under the solicitation number: 36C24918Q9475. This project is from the Veterans Affairs. The solicitation type is from a firm fixed price contract; thus, the company is expected to observe maximum risk and responsibility on all the associated costs and the resultant profit or loss ("Fixed Price (FFP) Contract", 2018).
Under the firm fixed price contract, the company is at liberty of requesting an incentive fee which should be awarded after the winning of the contract. Since the project involved the Veteran affairs, the firm shall impose a minimal administrative burden.
Major Cost Components
The primary cost components shall entail labor, materials, equipment as well as expertise that is required for the removal and recycling of the waste which includes the Municipal Solid Waste (MSW). Office occupancy shall also be factored in the cost components for the LWS.

Process for Preparing Cost Estimates
The cost components for labor and equipment will be based on the current market. Since we have most of the equipment that is used for the removal and recycling of the waste, professional experts will be rated in accordance to the previous costs basing on the scope of the work to be involved.
