Topic:

Research a problem related to the city that you focused on for the city report (Chicago). Argue for a solution to the problem. (For instance, a problem related to Detroit is the poor quality of many of the public schools.) 

For this topic, you are a researcher writing to the mayor, city council, or appropriate administrator of the city. Show your understanding of the problem by explaining your understanding of it and the various solutions that have been proposed. Then present a recommendation for the solution, working through the implementation to show that the proposal is the best of the proposed solutions. In my example above, I'd be writing to the superintendent of the Detroit public school system and showing a proposed solution to one problem related to quality, such as the lack of up-to-date textbooks in the schools. 

Requirements

Research Paper: The paper must use at least five academically recognized secondary sources. It may use primary sources also, but again, be sure to use experiences, interviews, or observations that are relevant and reliable. Thus, you may use Wikipedia to initially gather research, but this would not count as one of the five secondary sources used in the paper since this is not recognized as a valid academic source. 

The research paper must use research in order to support claims. The research must not constitute the majority of the writing of the paper, though. No more than twenty percent of the paper should be in direct quotes. 

All research must be documented in current MLA format, with both internal and end citations. Internal documentation must include signal phrases to indicate the start of a summary, paraphrase, or quote. 

Include at least one visual. This may be a graph, chart, picture, photograph, or other relevant and useful type of visual. You may create this yourself or take it from research. Be sure to document the visual. 

The paper must be eight to ten pages of text. It will not use a title page. The Works Cited page is not included in the length requirement. Visuals don't substitute for the text in the length requirement. (For instance, if you have a graph that takes up half a page, that is not counted as half a page of text.)

The paper must be on one of the three topics noted above. No other topic will be accepted for credit. 

Structure and Content

Organize the paper in report format, with headings and subheading. Remember that most sections should be composed of at least two paragraphs. 

Be very careful not to organize the paper on a source by source basis. (That is, don't write up the material from one source, then write up material from another source, etc., using that as the organization of the paper.)

The paper should use a variety of argumentative strategies. Please see chapter 18 for descriptions of these. 

The paper should have an introduction, a background explanation of the problem, explanations of the current views or proposed solutions, your recommendation, a counter argument section, and a conclusion. There is no one standard way to organize the body of the paper, so choose an order that makes sense based on your material.
