Proposal of decision It all depends on the his personal situation, if he desperately need this job, he should simply report it to U-sub which is the weaker moral decision. If he dont need this job so much and believe that he is in a good position and will be fine then he should report it to the police which is the higher moral decision Skip the testing and sign the paperwork is worst thing to do as it is extremely unethical, leave the work and forget about it is also unethical and rejected but it is not as bad as skipping the test and signing the paperwork
