Asbestos Contractor Requirements for Construction
All asbestos construction work on the job site is to be performed in accordance with 29 CFR 1926.1101 (Asbestos), and other applicable local, State and Federal regulations.
The site lead for asbestos work must be a “competent person” (29 CFR 1926.32 (f) and 1926.1101 (b)). The lead must be at the job site during the contract period of work accomplishment. The competent person shall accomplish duties and training as required by 29 CFR 1926.1101(o)(3)(i) and 1926.1101(o)(4).
All work is to be conducted with asbestos exposures at or below the OSHA permitted exposure level (PEL), to include time-weighted average (TWA) and excursion limits.
If the job site becomes a multi-employer site, the contractor creating or controlling the asbestos is responsible for asbestos abatement and will inform all affected employers of the nature of the work.
All Class I, II, and III work must be conducted within regulated areas, demarked as required with required access controls. When regulated areas require in Class I, II, III, and IV, respirators will be worn and all prohibited activities (i.e. drinking, smoking, chewing, eating and cosmetic application) disallowed. If respirators are required, a respiratory program will be in place, using either qualitative or quantitative fit testing. All employees will change filters when breathing resistance is encountered. All employees will also wash their respirator face pieces and faces if allowed to leave the job site. All protective clothing measures, including inspections and laundering of contaminated clothing, will be in accordance with 29 CR 1926.1101.
All OSHA-required asbestos monitoring, assessments, training, and mitigation must be followed on the job site. This includes the required notification and communication within 24 hours as required.
The contractor will include asbestos to comply with the Hazard Communication standard (29 CFR 1910.1200) in all Class job sites. All posting, warning signs, and labels shall meet requirements in 29 CFR 1926.1101 (k)(7) and 1926.1101 (k)(8)
All employee information and training shall meet 29 CFR 1926.1101(k)(9) and have access to training materials (29 CFR 1926.1101(k)(10)).
Medical surveillance will be instituted for all employees with a combined total of 30 or more days annually of exposure to Class I, II< or III, or at or above the PEL and at a frequency dictated by 29 CFR 1926.1101(m).
Recordkeeping and exposure measurements shall be accomplished in accordance with 29 CFR 1926.1101(n) and 29 CFR 1926.1101(n)(2) respectively.
