Question 1 (10) What do you feel are some of the major challenges facing Japan in its long term recovery following the earthquake/tsunami/nuclear plant disaster of 2011? Also present an after-action review of the recovery phase of incident to date, answering the following questions: • What could have been done better to prevent the negative consequences of the event? • How well did existing mitigation controls perform? • Have appropriate new mitigation measure been incorporated into the recovery process? • How effective has the recovery strategy been? • Have the appropriate priorities been adopted and followed? Question 2 (8) There are videoclips involving two separate disaster incidents that resulted from large-scale industrial accidents, each with its own corresponding question(s). You are to respond to only ONE of the following two case studies. Please make sure to identify which case study to which you are responding. Note: Your initial posting of your original response (i.e., your "answer") is due at the end of Week 7 (July 7th) ... and your responses to other students' initial postings are due at the end of Week 8 (July 14th). Make sure to use reference(s) and in-text citation(s) to support your initial posting and to properly format them in accordance with APA 6th and/or 7th edition guidelines. The quality of the references will affect your overall Weeks 7-8 class participation grade. CASE STUDY 1: Bhopal Chemical Disaster: (WARNING: These videos contain graphic and disturbing images. If you elect not to view them please answer Question 2 instead) • Discuss how Incident Action Planning could be used to protect those responding to the event. • Discuss your reaction to this disaster and identify three potential measures that could have/should have been in place that would have substantially mitigated the effects of this tragedy: Watch these videos on the Bhopal disaster and conduct additional research to formulate your response. Questions 3 (6) The Developing and Maintaining Emergency Operations Plans: Comprehensive Preparedness Guide (CPG) 101 Version 2.0 (2010) discusses a variety of planning pitfalls that communities and organizations often face in planning and preparing for disasters. Please provide a comprehensive well-organized response to the following: • Choose a specific community, organization or type of organization you are familiar within your life, such as your employer, school, faith-based, or other nongovernmental organization (NGO) where you currently or might serve as a volunteer. • Describe various pitfalls that might be encountered in its disaster preparedness plans or planning processes. • A recent class lecture presented information on training and exercises, including their purposes and potential benefits. Below are some questions to consider for the specific community, organization or type of organization you chose: You don't have to respond to all of them, but please provide reasons for your answers. Your discussion should focus on a real organization ◦ Does your organization conduct drills and training? For what particular kinds of disasters, crises, or critical incidents? Have you found the drills or training useful? ◦ Are the drills always scheduled and announced in advance, or are there "surprise," no-notice drills and exercises? ◦ Are there "injects" of new information or changes in the original scenario to challenge the participants? ◦ Are there types of incidents for which there are currently no drills or training, but you think should be done? ◦ After drills or training, are after-action or lessons learned reports prepared, or meetings held to evaluate the results and develop action or improvement plans? ◦ What improvements would you recommend?
