The fact is that We are now seeing a significant crime rise in California and in Los Angeles compared to other states that have not passed such laws and policies.
I want you to research Research AB 109 and changes to changes to 3 strikes law and explain
if you believe the above laws have contributed to the increase in crime,
OR
if you do not believe the above laws are the cause, state why you think crime is on the rise.

AB 109 was signed by Governor Edmund G. Brown Jr. in 2011, the bill was made to help California close the door of low-level inmates that would be in and out of state prisons. The bill was intended to help reduce the number of inmates. I believe that this added to the increase in crime. When an inmate is not serving the time he/she deserves they will continue to cause disruption. I believe that inmates can change and will learn from their mistakes once they have served the right amount of time. The 3 strikes law is intended to impose harsher sentences to those who have previously been convicted of two serious offenses. This law punishes those more likely to commit another crime, I don’t believe that this law adds to the increase of crimes, but would decrease the crime rate. When a previous offender understands the 3 strike process, he/she will be less likely to commit a crime that may jeopardize their freedom. I also think that crime is one the rise because there are so much evidence that one can mess with to prove their innocence. I feel that with all the technology it is easier to get caught but even easier to get away with an offense. I have never been involved with any crimes, but recently my aunt was incarcerated over a violent crime. She got into an argument with her husband and she called the police. They came and took both her husband and her. Her husband told the police that she had hit him, so they both were taken. Which scares me so much because she didn’t lay a hand on him but was taken into custody because of his claim.

AB 109: no inmates currently in state prison will be transferred to county jails or released early. Non-violent, Non-serious, and Non-sex offenders are now to report to local county probation officers. I do not believe that the AB 109 and the 3-strike law are the reason why crime is on the rise. Crime is on the rise because the mentality and mindset of humans. People basically put themselves into danger. I’m sure every person is aware that some punishment will be given for a crime that has been committed. I believe that people have the choice to do what they want. People may choose to be in trouble or not. I do not think this law is the reason for the increase in crime. There is so much hatred and non-agreements currently going on which causes people to go off or cause harm for others. I do not believe a law passed for non-violent, non-serious, and non-sex offenders serving their sentences in county jail instead of state prison changes the mindset of criminals. Criminals are going to serve their time no matter what the issue is. I think there will always be crime in the world. Being sentenced may change the mindset of others and some may stay the same. Some people may think prison is safer for them or is their “get away” in life. I think crime will always be around and I don’t think the AB 109 will change the mindset of all criminals. I believe crime will always be on the rise, especially since every person is different and may have the mindset to commit crime or not.

AB 109 mandates that individuals sentenced to non violent, non serious or non sex offenders will serve their sentences in county jails instead of state prison. Some changes that were made to the 3- strikes rule in 2012 are - Impose life sentences only when the new felony conviction is " serious or violent" - Re-sentencing for non serious or non violent if there is not a unreasonable public safety risk. After researching this I do believe it could be a factor in the rising crimes. I feel that a person will not take the consequences seriously if they don't get the full consequence they are supposed to receive. I am always in favor of second chances but that does not mean we should let all these convicted criminals back around the public. I feel this way because non- violent and non- serious is vague and confusing. What if a drug dealer is considered one of these " non" acts of crimes yet the drugs that he sold did actually kill people. Wouldn't he still be a principal in these people's death. Isn't selling drugs that end up killing people serious. Also if a person knows he will not have to step inside a prison then he will not be as afraid to do all these things that could previously landed them bin prison.
I actually got my car stolen at the beginning of this year. When I found it a week later I had a ticket for not moving it on trash day. I was mad because when this ticket was given it had already been reported stolen so I felt like they should have noticed that. A month later they tried to steak it again. I had adapted new security methods so they couldn't take it but they did take my radio and sweaters I had. Then they locked all my doors back...

A known gang member by the name of Michael Mejia after being released early from a California Prison first murdered his Cousin in East Los Angeles, then has a shootout with Police Officers in Whittier. The Police Officers were ambushed and both Officers were wounded by the bullets. One of the Officers, Officer Keith Boyer was pronounced dead at the Hospital. Now before giving my position, I want to lay out some basic facts of this. Mejia was released from Prison under the guidelines of Assembly Bill 109. As we all just learned, AB 109 was passed by California Legislatures back in 2011 in an effort to reduce prison overcrowding. Now Mejia was incarcerated five times in the past year leading up to the Whittier shooting for various “minor” Parole violations. But as a result of AB 109 guidelines, he kept being released back into the population because they were considered minor offenses. Prior to AB 109, Mejia would have been kept in Prison and not had the chance to Murder a Police Officer or an innocent Citizen. Maybe it’s just me, but this completely crazy too me. While I understand the need to reduce prison overcrowding, the argument to release a Felon back into the community over and over and over after violating terms of Parole makes no sense to me. We as Citizens as a whole here in California vote for putting tax money into the strangest places and like spending $3 Million on a program on "how to cut unnecessary Government spending", our State is also faced with $1 Billion in Workers Compensation Fraud, and another $1 Billion in our Tax dollars for a Prisoner Drug Treatment program. Yet it's argued that the only way to prevent overcrowding is by releasing Prisoners early and Parole Violations? We as voters as a result even put our Prosecutors in a bind where these Lawyers don’t even file on many Felony charges (Loaded and Concealed firearm with Narco possession for example). Instead, we as Voters have instead felt compelled to release these Felons who continuously make Victims of those innocent people, and our families.
Crime is on the Rise!! Police Officers and Innocent people are dying more frequently as a result. And more Cop Killers are eligible for Parole in the coming months. if Prisons and Jails are overcrowded, cant that money be spent on better more modern jails and prisons? More and more Prisoners who are “lifers” are being released. LIFERS! All they have to do is show that they have been making efforts and present evidence of rehabilitation to their Parole board. If the Board concurs, the Prisoner is released on Parole. They have to show they’re no longer threats to society. Cop Killers, and Murders have to show they're no longer threats to society....let that sink in for a moment. The original crime that landed them in prison has no bearing to their future predisposition. Meanwhile, recidivism rates have estimated at over 50%! We as a Society have a soft heart, and we are all for second chances. But a life of crime, and time in prison, and release over and over to the point people are getting murdered? Is there any common sense in this at all if you’re personally a victim, or a family member…Spouse, your kids? “We need to wake up, enough is enough.
