For this study, the intended research technique that will be used is qualitative research as it will provide an in-depth analysis and account by referring to records as well as perception towards the study. By focusing on openness, it will exploit the prospects of the expected outcome. The technique may even open up new topics or expound on responses to levels that are yet to be comprehended. In other words, the dynamic nature of qualitative research will determine the probability of success of the initiative that has been set forward by Red Cross International.

It is important to first comprehend the information at hand, first, there is a humanitarian crisis in the newly formed country, South Sudan. The causes of the crisis are focused on the current drought that has afflicted the region. Secondly, the majority of the people in the region are pastoralists therefore barely understand the concept of farming. Finally, the region has been politically unstable and the rivalry has resulted in civil war. The Red Cross International has stepped in and created a campaign that is focused on the countries of East Africa to support their initiative as well as provide solutions to the current problem in terms of war.

The central question that will be put forward is, what the international governments outside Africa are doing to help the war situation? The question is based on the fact that from the inception of the country, the nation has not been in peace and the separation from Sudan was caused by political instability. This question is further supported by the fact that the African Union has been requesting economic sanctions to the South Sudanese government as a means to limit the conflict. Under the same question, is why the Red Cross International has no operational offices within East Africa? By having regional offices, it would eliminate the need to rely on collection points as the organization will be using its offices. Moreover, the humanitarian organization in previous occasions has been known for appealing to local government where their operational offices are cited for assistance in similar conditions.

The second question that will be focused on the international organization would be why it has no local employees who can be useful in spreading the message about the humanitarian crisis. Red Cross International currently is located in countries that are war-torn but has employed locals to provide the needed assistance to the affected. However, in East Africa, it not only lacks the operational offices but relies on bringing employees from other countries to the region. It is not only expensive but can be deemed as careless. For the organization to make the needed impact it has to focus on empowering the people and just providing the needed support where necessary.

The third sub-question would be what the organization intends to do if international help is unsuccessful? Africa has been plagued with several civil wars and the one in South Sudan may not have the intended outcome. The organization has to develop contingency plans if the intended rescue plans in terms of ending the war fail. This is because at the rate the country is going it will soon become lawless and end up with a similar fate as either Libya or Somalia. The final question that is to be addressed is what the organization intends to do with the relief resource attained? This is because they are only providing short-term solutions to the problem that has been present for close to five years. Moreover, the situation makes it hostile to train the refugees’ new farming habits with the intentions of dropping their nomadic culture.

The hypothesis (H) of what is expected as the outcome of this initiative is the continuous assistance of the organization to fend for the affected communities. This can only work for a specific period considering that the war will hinder the majority of the efforts. The main objective would be the resolution of the conflict thus providing the needed access to the country for humanitarian organizations such as Red Cross International. Though the initiatives of the Red Cross are noble, the current circumstances may prove to be futile if the war is not resolved.
