Introduction

· Define the issue/problem, Is it a benefit or harm to stakeholders?

· Is your policy and analysis of the issue going to be a global focus or more specific?

· Identify the stakeholders involved/affected

· Roadmap needed at the end of the Introduction

· What are your major sections of discussion going to be?

· Include Policy Statement in detail at the end of this section

Issue Discussion

· Background of issue – how did the issue originate? Brief Historical background?

· Is this issue a legal matter, or a moral one?

· What are the current policies addressing the issue? Why are they (or not) effective?

Perspectives Discussion and Generate Solutions and Alternatives

· Introduce the section

· Analyze (not merely present) the issue through the perspective role of government, markets, and organizations (organizations other than government) to resolve the issue – YOU MUST HAVE DISCUSSION ON THE 3 PERSPECTIVES!!!

· Implement course material and develop solutions and alternatives (at least 3 solutions, 1 can be your chosen solution)

· Weigh the pros and cons/constraints of each perspective/solution – why would some solutions be accepted/rejected?

· Perspectives need “real-life” examples to support your arguments

· Sources need to be included to support your conversation

· Who’s responsible for resolving the issue?

· Based on your presentation of solutions within the Perspectives, which one are you choosing? (Paragraph at the end of the section to serve as a lead-in to the Policy Implementation section – presenting your policy)

· MUST HAVE INCORPORATION OF COURSE MATERIAL!!!

· Issue is identified and explained, supported with sources, course material (beyond concepts definitions), and other examples

· Course concepts/material defined and explained before being applied in a relevant manner – (“In class we discussed…”)

· Knowledge of issue – does the student just copy and paste key points (and quotes), or actually discuss the relevance of issues in their own words?

· When you use other people’s (sources) thoughts and quotes – do you source them and reflect on them in your own words?

· Do you agree/disagree with the various perspectives about this issue and their solutions (realized ones and/or attempted)?

Present and Implement the Policy - Recommended Actions

· Present your policy!

· State your policy – Policy Statement

· Based on your perspectives and proposed alternative solutions, present your overall resolution to the issue

· Support with course material, examples, other reputable online sources

· Who is the intended audience of the policy? Certain stakeholders? Local issue, or can the policy be applicable on a global level?

· What are the intended outcomes of your policy?

· Why is your policy going to solve the issue than current policies and the alternatives identified earlier?

· Who, or what would resist your policy? Why?

· Are there any potential unintended consequences as a result of your policy being implemented?

· How will you measure the success of your policy?

· Concluding statement – overall summary and final thoughts

· YOUR personal solution(s) to the issue – defend your position with personal reflection and thoughts
