2. Background
Describe relevant background on Queanbeyan Palerang Regional Council’s (QPRC) ICT Strategic Plan 2020-2024, sufficient for the reader to be able to understand the remainder of this report. Based on your understanding of QPRC ICT Strategic Plan 2020-2024, indicated the ICT services offered by QPRC ICT Strategic Plan 2020-2024 and how ICT is considered an asset in the delivery of these services.
Provide an overview of the information gathering approach that has been adopted in the development of the QPRC ICT Strategic Plan 2020-2024.

4. ICT Governance Framework
4.1 Existing ICT Governance Framework
Identification of any ICT governance framework on which the QPRC ICT Strategic Plan 2020-2024 is based.
4.2 Choice of ICT Governance Framework
Identification and justification of your choice of an ICT Governance Framework to support your analysis in Section 5 and the proposal in Section 7 below.
The ICT governance framework provide objective material, against which the report will be analysed, so that the analysis is not based on your interpretation, but on the requirements of that ICT governance framework.
5. Analysis of the QPRC ICT Strategic Plan 2020-2024
5.1 Analysis
Provide a brief introduction to the method of analysis adopted in this report. For example, describe how you are analysing the organisation’s ICT service management plan against the guidelines from a chosen ICT governance framework, and so deriving recommendations for the revision of the ICT service management plan.
The analysis should take the form of a detailed breakdown of the report against criteria that have been derived from the ICT governance framework and/or published guidelines. A good way to present this is as a table:
This analysis should be based on the ICT Governance Framework identified in Section 4 above. A table can be used, as indicated below. It is good practice to number your criteria and findings which are consistent with the chosen framework. Your findings should also be numbered.

6. Identification of Key Gaps
Each of these key gaps identifies aspect of the ICT infrastructure which may be missing or weakly illustrated in the QPRC ICT Strategic Plan 2020-2024.
Based on the findings in your analysis, you have identified these gaps in the QPRC ICT Strategic Plan 2020-2024, as not conforming to the requirements/guidelines of your chosen ICT governance framework,
· What are the key gaps in the plan? Each key gap should be a clear statement of what you have found in your analysis of the ICT service management plan.
· How have each of these key gaps been derived, based on the analysis in Section 5? References to the findings in the table from Section 5 are a good way to show clearly how your key gaps have been derived.
· Each of your key gaps must be based on, and be within the scope of, your findings. You cannot state valid key gaps that are not supported by your analysis.
· The key gaps represent the key outcomes of your analysis, and should be deeper, or more insightful, than your findings in the analysis table. Based on your analysis, you should seek to determine the underlying issues and derive gaps that relate to these deeper issues.
· It is good practice to number your key gaps as KG1, KG2, KG3 etc, for reference in later sections.
Key gaps form the link between your analysis and the proposal in Section 7, as the proposal should seek to also address these key gaps.
7. The Proposal
This is a Proposal Report, so Section 7 should be the main part of this report.
This section addresses the primary objective of this assignment, namely, the development of a proposal, which is in line with QPRC ICT Strategic Plan 2020-2024’s ICT infrastructure directions, ICT services assessment, strategies and goals. The proposal should be the main part of this report.
Based on key gaps identified in Section 6, the ICT Governance Framework, evidence gathered from QPRC ICT Strategic Plan 2020-2024, and material from other published sources, the proposal needs to address the following questions:
How does the QPRC ICT Strategic Plan 2020-2024 indicate awareness of enhanced ICT service provision, ICT service orientation and ICT infrastructure management?
How can we propose changes to the Strategy that align with the Council’s ICT service and infrastructure direction(s), priorities and transformation?
Ensure that your proposal is focused on the ICT infrastructure, and not specific ICT projects. The proposal should be within the scope of the information provided in the QPRC ICT Strategic Plan 2020-2024.
Your proposal should illustrate:
· The Queanbeyan Palerang Regional Council’s current awareness of the provision for service, indicate how ICT is an asset which should be managed and invested in to meet future demands.
· How the proposal addresses the key gap(s).
· Alignment of the proposal with selected guidelines from your chosen ICT governance framework
The decision on how to format your proposal is up to you, based on one of the above structures, or any other structure that you consider relevant.
Remember that your key aim is to inform the reader of the nature and merits of your proposal, so the format of your presentation is a key aspect of how you achieve these objectives. Also, note that this is not a sales or marketing document, but rather is based on sound logic that flows from your analysis to your identification of the key gaps identified in Section 6, and then to the development and justification of your proposal.
7.1 Proposed Solution
Give an overview of the proposal, indicating its various components, and how they are integrated in a single coherent proposal.
