IT governance is the standards and frameworks that can help keep data and systems protected. Governance can help understand the systems and data and provide details on how to provide appropriate security at different levels. Galina Datskovsky presents the idea of governance and Information Security as one.

IT Governance (IG) can identify and rank systems based on their value and sensitivity, and they can identify information stores and the most valuable assets. Then, Information Security (IS) can better secure those systems and repositories, as well as the data itself, whether the data is at rest, in transit, or being accessed by mobile devices. (2017).

In her article “Teaming Information Governance and Security for the Best Defense” she explains how organizations can view these as separate teams or entities that often are heading in different directions. IG is an essential part of IS as they can help identify the type and level of security for any given resource, providing layered protection even after an attacker has access to the network.

Datskovsky provided an interesting point, vendors focused instead on such things as protecting the perimeter of the organization, catching or preventing intrusions, and building better firewalls. (2017). This is a great point as most organizations are worried about protecting the network using firewalls, and IDS/IPS systems, etc.

The question is why is there still many breaches going on?

The reason is that only a few foci on the specific characteristics of data and how it could be protected if compromised. If IG and IS are considered as one team and harmonize, the threats could be mitigated at a higher percentage rate than when each one is siloed.
