The "forming" stage occurs when the team first gathers. The team members are presented to one another at this initial meeting. They talk to one another about what they want, what they want, and are getting They understand the project they will be working on, establish some relationships and identify their roles on the team. They're not doing the project. Essentially, they are "testing the waters." Until this point in development, the team must remain open and clear about the team's goals. It ensures that all team members work together to organize themselves as well as possible and encourage participation in duties ("team norms"). The team relies on the leader completely (Ryan, 2017).

Personal relationships are marked by dependency during the development period. Group participants focus on predictable, safe conduct and look to the group leader for direction and advice. Members of a group have a desire to be accepted by the group and a need to ensure that the group is secure. They began by eliciting observations and data about their similarities and distinctions, as well as developing expectations for potential sub-grouping. The aim of rules of conduct seems to be to keep it clear and to prevent contention. Serious subjects and emotions are omitted. Orientation is also one of the primary job tasks.Members make an effort to orient themselves to the activities at hand as well as to one another. The discussion focuses on identifying the task's reach, determining how to address it, and other related issues. To progress from this point to the next, each participant must give up the security of non-threatening subjects and risk confrontation (Super, 2020).
