One of the things that is an issue is the implementation of cybersecurity and governments are some of worst. They have written policies and laws dictating what needs to be done in government and private sector, but it really comes down to a lot of talk and very little action ("GAO Report Confirms Major Gaps In Government Cybersecurity", 2019). An issue is that most state and local governments are under-equipped, under-staffed, and under-resourced to address these concerns (Staff, Staff, Staff & Staff, 2019). Another issue is that studies have shown that only 13 percent of government employees are concerned about the security of devices or information. It was even noted that one in three employees believed they were more likely to be struck by lightning rather than have their work data compromised (Turak, 2019).

There is responsibility by government systems to have cybersecurity controls in place to protect the citizens. Recently there was a case against the Office of Personnel Management in which personnel files were exposed. The data breaches happened in 2015, and the main issue of the case was how the OPM stores and protects personnel data. The individuals that were affected were seeking lifetime credit monitoring and identity theft protection (Katz, 2018). The initial lawsuit was dismissed in lower courts, because they were unable to show concrete financial harm. Cases like these will be seen more often because of the reliance and concerns about cybersecurity. Government systems get sued all the time, and just like with all the other infrastructures they are responsible for, they are also responsible to keep individuals secure in regards to cybersecurity.
