02. PROJECT DESCRIPTION Locating on Beacon Avenue, BC V8L 1W9, the proposed Sidney Community Centre
offers services beyond the activities provided by the existing recreation centres on Vancouver
Island. Those core elements include a Gymnasium, an Art Gallery, a Performance Centre
(Theatre), Music and multi-purpose Rooms, a Conference/Meeting Hall, a Shopping
Complex, related service and administrative spaces, a neighborhood Childcare Facility, and a
Restaurant. With an overall mission of constructing an energy serving, flexible, multi-use,
context-sensitive indoor space, the proposed Community Centre intends to celebrate Sidney's
diversity of people, values, opinions, and activities.

03. PROJECT JUSTIFICATION
Incorporated under the Town of Sidney Building Regulations Bylaw No. 2016, the proposed
Sidney Community Centre acts as a not-for-profit organization. According to the Saanich
Peninsula Strategic Plan (2016-2020), strategic priority is given to developing and implementing
a collaborative model for recreation, play, passions, and interests for the mind, body, and soul.
Meeting those recreational, social, and cultural needs of Sidney growing residents’, the Peninsula
Recreation Commission operates the proposed Sidney Community Centre jointly with the Sidney
Recreation Board. The Community Centre fulfills the development requirement as per Schedule
C of the Official Community Plan's (OCP) of North Saanich District. The proposed Sidney
Community Centre intends to follow sustainable building strategies adhering to green building
practices and optimal World Green Building Council resource utilization. The expected total
construction cost is $ 31.0 million, with the municipal government covering nearly all the
budget. The federal government and other minor sources covered a subtotal of $1.0 million.
04. PROJECT GOLAS AND OBJECTIVES
4.1 Project Goals
4.1.1 Provide needed and safe facilities to serve the residents to enhance their quality of life. 4.1.2 Facilitate services to make residents’ lives more convenient and foster a sense of
community.
4.1.3 Offer activities to enrich resident's life. 4.1.4 Strictly follow the construction specifications and regulations during the construction
process.
4.1.5 Build a multi-use sustainable green building. 4.1.6 Low annual maintenance costs.

4.2 Project Objectives
4.2.1 Design and construct a sustainable, responsible approach to lead-silver standards. 4.2.2 Ensure the relevant permission, such as building permit, demolition permit and excavation
permit before implementing any construction.
4.2.3 Avoid any fines for no permitted construction. 4.2.4 Hire experienced professionals & skilled workforce/staff 4.2.5 Strive to pass 90% of the tests at one time by following regulations step by step and making
rigorous and feasible plans in advance.
4.2.6 Use safe, healthy, environmentally-friendly, and durable materials to meet the requirements of sustainable green building and keep low annual maintenance fees.
4.2.7 Ensure that every link is qualified, reduce common quality problems, and control the number of reworks to 10 times due to qualified issues.
4.2.8 Pay attention to the meticulous construction and handling during the construction process and control the number of reworks to 20 times due to detailed issues.
4.2.9 Ensure that all construction tasks specified in the contract are completed within three years. 4.2.10 Minimize pollution, including environmental and noise pollution and control the pollution
complaints within 20 times.
4.2.11 Avoid severe injuries and death accidents, and minor injuries are controlled within 1 in 1,000.
4.2.12 Ensure that the site is cleaned up after the completion of the construction. 4.2.13 Cooperate with the owner to complete the subsequent handover work.

06. HIGH LEVEL SCOPE
6.1 Deliverables
6.1.1 Project outcomes - Gymnasium, an Art Gallery, a Performance Centre (Theatre), Music
and multi-purpose Rooms, a Conference/Meeting Hall, a Shopping Complex, related
service, and administrative spaces, a neighbourhood Childcare Facility, and a Restaurant.
6.1.2 The equipment and tools required for the construction of the complex are procured
6.1.3 Prepare all the project's construction documents, including drawings and specifications.
6.2 Exclusions
6.2.1 There is no responsibility on our part for the interior decoration of the facility
6.2.2 As part of this project, we will not conduct any soil research and will depend on the
conclusions of a study provided by a separate contractor.
6.2.3 It is the employer's responsibility, not the contractor's, to ensure the construction project

10. PROJECT INFLUENCES
10.1 Assumptions
# It is assumed that:
1 Over the course of the project, provincial laws on the construction of a community hall will stay unchanged.
2 Within the time range, the government will issue final planning authorization.
3 The project will have access to all essential resources and materials as needed.
4 The cost of raw materials will not rise by more than 10% over the project's duration.
5 During the project, weather conditions will be favourable for outside construction.

11.3 Role of Project Manager
- PM will plan, schedule, organize, direct, control and assess construction project from
beginning to end as per the schedule, spaces and budget

- PM will manage the administration pertained to the project, including cost, schedule and
change of administration
- PM will collect all the relevant data from the sources and prepare the estimate budget for
the client
- PM will foam the plan and make the construction schedule with the appropriate milestone
and monitor all the progress of the project as per the established schedule.
- PM will create a document contained with contract, Negotiation of revisions, changes and
additional agreement with the related parties like consultants, clients, Architects, suppliers
etc.
- PM will also monitor the quality control aspects from start to end.
- PM will prepare project progress report periodically and sent it to the client
- PM will hire the required contractor, subcontractor and supervise their work.
11.4 Role of Project Sponsor
- PS will share/Provide opinion, expertise and knowledge with the Project manager and
his/her team whenever they need it.
- PS will be responsible for the decision for the issues which are above the PM’s authority.
- PS will Improves and speeds up interchanges and joint efforts among the project team,
customers, and stakeholders.
- PS will act as a representative to the senior administration.

12. REQUIREMENTS
Resources
In general, construction projects are chaotic, and productivity is only transitory. As a
result, avoiding mistakes and increasing productivity is difficult. Furthermore, on the
construction site, experience is critical. If the experience is crucial, we must figure out a means
to model it. Design, Machinery, Employees, Contracts, Planning Tools, ERP, Specifications, and
Handbooks are all important project resources. The quantity of these sources will, of course, vary
depending on the project.
Materials
Materials account up a significant portion of the final project cost. Though the nature of
projects varies greatly, the most typically utilized materials in the construction sector from a civil
engineering standpoint are - Concrete (Cement, Aggregates, Sand), Water, steel, Bitumen,
Admixtures, Consumables (oils, lubricants, diesel, and etc.), Pipes (concrete, PVC, and so on).
Equipment
Cranes, dozers, excavators, concrete mixers, trucks, road rollers, front and back loaders,
and motor graders will all be needed for the project.
