The biggest area of growth in the cybercrime arena is “Cybercrime as a Service” (CaaS). CaaS not only allows cybercriminals to develop sophisticated enterprises, but it also encourages producers of cybercrime tools and software to achieve economies of scale and helps introduce technical novices to the lucrative cybercrime industry. CaaS allows individuals with little or no technical skills to purchase services and tools needed to support cybercrime activity, including training, distribution, testing, and money laundering.
A perfect example of a low-tech, low-skill attack is a phishing attack. The skill level needed to craft an effective phishing attack is minimal. No high-level programming or technology skills are needed; instead attackers rely on trickery and deception to perpetrate their crimes.
A great example of how a low-tech, low-skill attack can manifest into an international crime spree is the case of Avalanche. Avalanche, a major CaaS and one of the most sophisticated cybercriminal syndicates in history, offered cybercrime tools like Trojan horses, ransomware, phishing, and associated money-laundering activities. Through the efforts of an international law enforcement taskforce and private-sector partners, the Avalanche platform was crippled. This operation (Operation Avalanche) required a significant level of coordination across 30 different jurisdictions on multiple continents and resulted in approximately 800,000 seized domains associated with criminal activity.

Cybercrime is borderless, and it is critical that countries around the world work together to identify, investigate, and prosecute cybercriminals. However, coordinating law enforcement agencies across national boundaries is very complex and can be one of the major issues in combating cybercrime. Effectively, there must be an understanding of the legal requirements of all countries involved in a cybercrime investigation.
For this assignment, Responding to Cybercrime at Scale: Operation Avalanche - A Case Study will walk you through critical components of the report.
