Marcus Garvey's message is unity of four million negroes in the world to Africa through the Universal Negro Improvement Association and African Communities League of the World. Africa for the Africans to join the mother land for the purpose of bettering our industrial, commercial, educational social and political conditions to bring about an emancipated race.

This compared to Booker T. Washington who wanted blacks to make themselves indispensable and industrial. W.E.B. DuBois wanted blacks educated in liberal arts. Both goals were to uplift black community and both were key figures in advancement of blacks.

Marcus Garvey suggestions make sense to those blacks wanting to return to Africa.  But doesn’t make sense to those blacks who were looking for unity with other races and not return to Africa.

On April 2, 1917, President Woodrow Wilson went before a joint meeting of Congress to demand a formal statement of war against Germany. Wilson referred to Germany's infringement of its promise to suspend unlimited submarine fighting in the North Atlantic and the Mediterranean, as well as its endeavors to tempt Mexico into a partnership against the US, as his purposes behind pronouncing war. On April 4, 1917, the U.S. Senate cast a ballot on the side of the action to proclaim the battle against Germany. The House agreed two days after the fact. The US later proclaimed the battle on German partner Austria-Hungary on December 7, 1917. Germany's resumption of submarine assaults on traveler and shipper ships in 1917 turned into the essential inspiration driving Wilson's choice to lead the US into The Second Great War.

If I was sitting in Congress listening to Woodrow Wilson’s speech, I would have voted on War with Germany because as Wilson stated the world must be made safe for democracy.” Wilson argued that the United States had a duty as “one of the champions of the rights of mankind.” It would not merely defeat Germany but free its people.

The settlement house was designed to uplift urban populations. “First, the desire to interpret democracy in social terms; secondly, the impulse beating at the very source of our lives, urging us to aid in the race progress; and thirdly, the Christian movement toward humanitarianism.” Addams believed social settlements in the United States would satisfy two needs. First, American cities had large numbers of immigrants who needed help adjusting to life in a big city. Second, she believed many educated and socially favored young people living in the cities needed to use their energies to serve others.
