Furthermore, it intends to assess the organizational readiness for advanced coordination models among personnel and determine the institutional and technical prerequisites for their successful implementation. By proposing a unified command hierarchy that eliminates functional overlap, this research aspires to contribute to a safer, more efficient Hajj environment, ensuring that the sanctity of the pilgrimage is preserved through superior organizational governance.

1.2 Research Gaps

The management of the Hajj has attracted significant academic attention over the past twenty-five years, with a growing body of literature focusing on medicine, engineering, and logistics (Zaini, 2026). However, a critical examination of this extensive scholarship reveals a substantial research gap regarding the operational synergy between the Saudi military and civil agencies. Specifically, this study intends to: evaluate the impact of current communication protocols on response times; identify and analyze the operational barriers to synergy; assess the acceptance of advanced models among personnel; propose a unified command hierarchy to eliminate functional overlap; and determine the institutional prerequisites for implementing these advanced coordination models. Through this comprehensive approach, the research aims to provide a validated, context-specific roadmap for the future of Hajj crowd safety.

1.3 Objectives of the Study

The main objective of this study is to evaluate the current operational integration of the Saudi military with civil agencies during Hajj, and to propose a redefined strategic framework utilizing advanced coordination models that enhances inter-agency synergy and maximizes the operational effectiveness of crowd management and crisis response.

As Saudi Arabia pursues Vision 2030 with the goal of hosting 30 million pilgrims annually, the existing infrastructure faces unprecedented pressure. This study is vital as it addresses the need to scale safety operations by redefining the military’s role from a traditional force to an integrated partner in smart crowd management, directly supporting the national mandate for a safe and seamless pilgrimage.

From an operational perspective, the research targets the "governance gap" in crisis management. History shows that crises often result from communication failures rather than infrastructure deficits. There is a scarcity of theoretical models that address the role of the military in peaceful, religious mass gatherings within a stable state. This study bridges that gap by developing a "Synergistic Command Framework" specifically for the Hajj context. It contributes to organizational theory by examining how rigid, hierarchical military structures can effectively interface with flexible, civilian administrative bodies (like health and housing ministries) without compromising the chain of command.
