The New Terrorism is using technologies the execution of terrorist strikes, as well as by governments to track and mitigate terrorist threats. However, due to the ability to anonymously monitor online traffic, governments have taken liberties that raise ethical considerations when considering civil liberties traditionally held by democratic states.
