Project Statement

Healthcare access presents a great challenge to the entire world. Many parts of the world do not access to healthcare services and if they do, they don’t access in an efficient and effective manner (Reisinger, 2010). Therefore, development of a healthcare management app in rural parts of North Carolina will help multitude of the residents to access healthcare services in an efficient and effective manner. The healthcare mobile management application presents a huge help to the residents in both rural and urban centres of North Carolina.

Arguably, the mobile management app will assist in booking appointments with the doctor, arranging for hospital visits, ordering for drugs and making payments online. This will increase the efficiency of addressing ineffective and inefficient healthcare service access witnessed by the region over the years.

Perhaps the most significant will be the provision of one stop location for broad healthcare attendance by doctors to a wider population range for the residents in North Carolina. This will be facilitated by the broad array of user services of the mobile management app by different users at a particular time.

1.0 Project Introduction and Justification

1.1 Project Description

The healthcare management mobile application pays attention to everyone’s health related issues and thus book for the medical appointments in a very proactive manner. This will ease on the waiting time at the healthcare hospitals. The management system will help cut down on the time spent waiting at the long queues thus solving conditional problems such as fitness issues, lifestyle diseases such as hypertension, diabetes and high blood pressure that may be facilitated by long standing and congestion.

1.2 Parent Organization

The healthcare management app at North Carolina is a subsidiary to the management system mobile application to Fintech Daily Mobile Management App. The parent mobile application monitored and advised users on what types of meals to take every day. The parent mobile application contains most of functionalities such as booking times and making appointments with food delivery vendors.

1.3 Project Justification

The need of the healthcare management mobile application is based on the increased cases of health matters such as fainting and sudden collapsing while standing at the queues of the hospitals. Also, the development of this management application will offer the rural community an equal access to the healthcare services just like their counterparts in urban centres. Of great significance is to increase the healthcare service efficiency in hospitals.

The project will be run by young computer programmers under the sponsorship of the community-based leaders and businesspeople. This will create the spirit of giving back to the society in ensuring improvement in the social and economic empowerment of the North Carolina inhabitants.

1.4 Similar Past Projects

The development of the healthcare management application will be developed in line with the last projects listed below.

2. 0 Project Stakeholders

The project stakeholders will be divided into three subgroups.

a. Executive Sponsors: these include those who will commit resources and advocate for the project

i. David Kel-Carolina Billionaire

ii. Deve Jacks-North Carolina Senator.

iii. Tim Loesch-Friends of Youths CEO.

b. Project owners: they will be tasked with tracking project status and utilizing resources adequately.

i. Chris Gend-Developer of the system.

ii. Danny Mike-Cofounder of the system.

iii. Albert Gundis- Secretary of the system developers.

c. Implementation team: This group will focus on implementation and test of the application

i. Jessica Degan-Project council representative.

ii. Jun July-Project marketer.

All the cadres of the team of project will be tasked with survey, evaluation and monitoring all throughout.

3.0 Project Scope

The scope of the project is to address the efficiency of healthcare access by rural and urban users. In order to address the scope of the project, the project aims to achieve the following three key objectives.

i. To increase efficiency of the healthcare service access in North Carolina.

ii. To create a path of reducing the queuing time at the healthcare facilities.

iii. To facilitate reduction of deaths associated with lifestyle diseases such as diabetes which does not favor long standing and crowding.

In order to realize the listed objectives, the project management team will action through the following phase deliverables.

a. Internal deliverables- These will consist of the number of mobile application users’ indicators. This will be indicated by the bookings per day and time taken to be served. Further this will be measured in terms of ratings on the efficiency of the app per day

b. External deliverables- These will consist of the number reached by the mobile application in the entire North Carolina in terms of sold mobile application to hospitals and functioning mobile application applications. Further this will be indicated by the amount of google search within the North Carolina.

4.0 Project Schedule

The project life cycle will be estimated based on the dependencies of all the designed project work phases. The duration of the project is estimated to take a maximum of 12 months.

The flow of work packages is outlined in the flow diagram below.

The flow and dependency of works follows the direction of the arrows. However, monitoring and evaluation occurs all through the project lifecycle (refer to appendix I excel file).

To further show the project scheduling, the use of Gantt chart below will help in pointing out amount of time needed to complete a phase of the project.

The Gantt chart shows distribution of the estimated time as per each task at a time. Based on the observation two tasks will be taking a period of between 1 to 3 months before going to the next phase of the project (refer to appendix II excel file).

5.0 Project Budget

The estimated cost for the project is estimated to be $200,000. From the estimated cost, 10% will cater for transportation and logistics and buying materials. Another 10% of the estimated cost will be reserved as portion of contingencies. 15% will cater for the project execution in terms of terms of offering pre-training on the use of the mobile application.

The project anticipates a cash inflow of approximately $1,000,00 per annum. This project approximates for a gross income generated of $10,000,000 within a period of 3 years. The project will finance its operations depending on the annual revenue generated (refer to appendix III in excel file). The estimated cash inflow will inform on the project success at the end of completion. The sponsor will ascertain project successes by comparing with the expenditure costs.

The data source of the cost estimation was based on dpm podcast Digital Project management firm 2019 estimations by Robin Berkadal.

6.0 Project Risk Management

The risks associated with the project may emanate from the leadership crisis resulting from the clash in plan execution and follow up (Gomes, 2012). As such, the project management team shall allocate each team with its distinct work package to avoid conflict of interest.

Project delay and overlap in the events is likely to risk the time to be spend on the entire project life. However, the stakeholders, will commit to the stipulation of project duration in the Gantt chart under project schedule. This will ensure that there is no overlap of the main tasks.

Another risk that can threaten the successful development of healthcare management mobile application is online theft and falsehood adoption of the project before completion. To mitigate on this threat, every development team shall sign code of conduct to abide by to contain on the possible of theft and pre-exposure of the information.

7.0 Project Execution, Control, Closure and Evaluation

The defined stakeholders’ team with distinct role will carry out execution of the project. To begin with the team of system developers will engage in developing the healthcare management mobile application with close supervision by the supervision team.

the project owners shall from part of the execution team since they are the main stakeholders to come up with system before handing over to the implementation team who will do installation to the hospitals in North Carolina.

The control team will form part of the monitoring, tracking and evaluating the efficiency of the management mobile application in hospitals with clear direction from the project owners.

In order to depict the success of the project, the project sponsors shall do cost estimation versus revenue generation within the planned period of 5 years. If the realized revenue per year is gained, then the stakeholders from all teams shall plan for the revenue to ensure project completion and closure. This shall consist of both completions of system development and completion of installing the system in hospitals as well as meeting the stated objectives.

Closure of the project will be done by the project owners who will issue testing notice and several measures to be taken in cases of the break down. Perhaps the numbers to call for assistance from the technical team allocated the maintenance tasks.
