Project Proposal

The projects involve the delivery of a library mural project. Murals are a unique way of preserving an area's cultural identity and are also a way of inspiring communities to feel ownership and develop a sense of pride in where they live. The development of this project will involve the local people who will ensure it resonates with the residents in the area. The artists involved will get chosen by the community panel. The design of the mural will reflect the institution's spirit by the recreation of architecture and local landmarks as well as shapes that symbolize the area and individuals. The project will take a total of 12 months.

Goals and Objectives

Project goals keep the focus on only the vital things. Goals give meaning to the project managers plans for the objective in a project. The first goal for this project is to utilize creativity to promote a book reading culture among the community. The second goal is to reveal the area's vibrancy by cultural experience that promotes arts, authenticity, and history that make the area special. The third goal is to inspire and motivate pride among the local community through the creation of beautiful gallery and thought-provoking art, reflecting the community's character. Project objective is the first step of the project scope definition is to define the overall objective to meet a customer’s need(s). The project objective answers the question of what, when how much, and at times, where (Gray & Larson, 2018). The first objective is to promote book reading among the community through ensuring the arts represent drawings and elements of book reading by creating three art elements representing books. The second objective is to create art that covers at least 80% of the local area's culture and historical facts. The third objective is to develop a mural that the local people will find appealing and reflective of their way of life by involving at least 90% of staff comprising local stakeholders, including artists, to design the project.

Customers and Stakeholders

The crucial primary customer of the project is the local council of the area. The local council commissioned the development of the project to advance and define the area's history and culture. Ideally, the library also makes part of the customer group. The mural stands to benefit it since it will attract traffic. One of the stakeholders of the project is the local community. The mural is bound to be a symbol of the locals and the are they live. Murals highlight diversity and resilience efforts among the community. Another group that forms part of the stakeholders are the artists. Murals connect artists and the community to engage in collaborative projects. Artists get involved in designing the mural before the final design begins.

Milestones

A milestone is a significant event in a project that occurs at a point in time. The milestone schedule shows only major segments of work it represents first, rough-cut estimates of time, cost, and resources for the project (Gray & Larson, 2018). The first project milestone will be design approval. Before starting the design process, it is crucial to make clients aware of expected edits, and the time it will take. The second milestone is obtaining funding. After the approval of the design, the determination of the required funds will be necessary. The final milestone is project approval or completion. After fixing any errors that previously arose, approval will mark the end of the project. Here, the project completion report gets produced as the team involved gets released.

Timeline

The first stage involved in this project is the identification of the wall section that will be the focus of the project. This step will start in the Spring of 2020, then followed closely by the formation of the mural committee in the same year during Summer. The Committee will select artists based on qualifications, refine goals, curate mural locations, request proposals from artists, and select the best design. Members include the council members and a few people from the community. The process should take approximately three months. The request for qualifications gets released during the winter in 2020. After the release, the council will present the report between the end of 2020 and the start of the following year. Mural creation immediately starts during the Spring of 2021 until August 2021.

Cost

Averagely, a mural cost about $25,000. However, the largest factor to get considered on costs is the quality and costs of the artist. Labor and material costs will also get considered. Artists may charge between $50-$70 for an hour to paint a mural. Staffing resources are necessary since they cover most of the costs. Non-staff includes equipment, computing, fieldwork, publication. Staffing resources include the artists involved either by contract or sub-contracting, volunteers, trainers, evaluators, and so forth.
